KC Certification Overview

South Korea's KC Certification classifies products into three categories based on product risk levels.mandatory certification (Certification, products with the highest safety requirements), safety confirmation (Safety Confirmation, medium-risk etc. products), and supplier declaration of conformity (SDo C, low-risk products). Different categories require different Certification Modes and methods of obtaining certificates.
KC Certification (Korea Certification) is a Product Safety Certification system implemented by the Korean Agency for Technology and Standards (kats) in accordance with the Electrical Appliance and Material Safety Management Act (Electrical Safety Act). The KC logo was implemented in 2009, integrating a variety of Korean certification marks (such as EK logo, K logo, etc.) into a single KC logo system. KC Certification is a mandatory entry requirement for Electronic and Electrical Products to enter the Korean market.
Products in the mandatory certification categories need to undergo Product Testing and factory inspection by a South Korea-designated third-party Certification Body. The Certificate Validity Period is 5 years, during which annual tracking audits are required. Products in the safety confirmation categories need to undergo designated Laboratory Tests, but no factory inspection is needed; the manufacturer can simply submit a safety confirmation report to KATS. For products in the SDo C categories, the manufacturer makes a Self-declaration of compliance with safety standards, and after designating an agent in South Korea, proceeds with record-filing to KATS.
KC Certification's test standards are mainly based on the Korean National Standard (KS standards). In terms of technical content, the KS standards and IEC standards are basically consistent, but include Korean National Differences (such as Rated Voltage220 V/60 Hz, plug specifications, etc.). Foreign manufacturers must appoint an authorized representative within South Korea, who is responsible for the KC Certification application and post-market product management.
KC Mark Certification Introduction
South Korea's Ministry of Knowledge Economy (MKE) announced on August 25, 2008, that the National Standard Committee will implement a new unified national Certification Mark from July 2009 to December 2010, named the "KC Mark" logo.
The new logo is called KC Mark and represents Korea Certification. From July 1, 2009, South Korea unified the original EK mark into KC mark. Since the logo conversion did not affect the certification security standards, no changes need to be made to the original certificate. However, the original EK mark will only be used until June 30, 2011. After that, the logo on the product Nameplate must be converted to KC mark before it can be sold in South Korea. And the current 13 mandatory signs will eventually be unified under this new sign. As a result of this initiative, the supplier's spending on Certification Fee has been reduced, and KC Mark in Korea has gradually become a world brand certification. However, there is a disadvantage, the recently promulgated KCC logo will only be implemented for a few years, and will eventually be unified under this new KC logo.
KC Mark Certification Products List
According to the regulations of the "Korean electrical appliances safety Management Act", from January 1, 2009, electrical appliances Safety Certification is divided into two types: Compulsory Certification and voluntary certification.
Compulsory Certification refers toAll electronic category products among mandatory products must obtain KC Mark certification before they can be sold in the Korean market. Every year they need to undergo factory inspection and product sampling tests. The certificate has no validity period.
Voluntary Certification refers toAll electronic category products belonging to voluntary products only need testing to obtain a certificate, and do not need to undergo factory inspection. The certificate validity period is 5 years.
Note: All electrical products with a supply voltage between 50V and 1000V must undergo certification:

Certification Mark and Labeling

For different categories of products, the format and usage requirements of the KC mark are slightly different. For products in the Mandatory Certification category, the Certification Body code and certificate number must be marked next to the mark; for products in the Safety Confirmation category, the Safety Confirmation number must be marked next to the mark; for products in the SDo C category, only the KC mark is used, with no additional number required.
On the product nameplate, it is also required to mark the manufacturer name, Korean agent name and address, product model, rated parameters (220 V/60 Hz) etc. information. All labeling information should use Korean or English.
The KC mark consists of the letters "KC" and the Certification Body name. The mark color is black or blue, and the size is selected according to the product size. The mark must be affixed to the product body, with the Certification Body name (such as KTL, KTC, KTR, etc.) and the certificate number marked next to it.

Test Items and Requirements

Technical Standards and Compliance Indicators

Electrical Safety Test items include:Dielectric Strength Test, Leakage Current Test, Temperature Rise Test (at220 V/60 Hzpieces), grounding continuity test, mechanical strength test, Fire Resistance Test (glow wire, needle flame, etc.), etc. Test requirements are consistent with IEC standards, but some test parameters (such as the temperature rise test's Rated Voltage) need to be adjusted according to Korean standards.
EMC TestKC Certification includes EMC requirements. Testing is conducted according to KS C CISPR series standards and KS C 61000 series standards, including conducted emissions, radiated emissions, harmonic current emissions, voltage fluctuations and flicker, etc. EMC test limits are consistent with CISPR standards.
Korean National DifferencesRated Voltage220 V/60 Hz(Some product needs are simultaneously met60 HzFrequency requirements); Korean plug specifications (compliant with KS C 8305 standard plugs); specific materials and requirements (such as power cord specifications, socket type, etc.).
The KC Safety Test is conducted based on Korean KS standards. Core standards include KS C 60335-1 (household appliance safety), KS C 62368-1 (information technology equipment safety), KS C 60598-1 (luminaire safety), etc. These standards are basically consistent with IEC standards in technical content, but include Korean National Differences.

Certification Process

Complete Process from Application to Certification

Step 1
Determine the product category (mandatory certification/safety confirmation/SDo C). Confirm the product's category according to the product category classification table in the "Electrical Appliances safety Management Act".

Step 2
Appoint a Korean authorized representative. Foreign manufacturers must appoint an authorized representative (importer or agent) within South Korea.

Step 3
Submit Application and Technical Documents. Submit Certification Application to the designated Certification Body in Korea (KTL, KTC, KTR, etc.).

Step 4
Sample Testing. Samples will be sent to the designated laboratory in South Korea for Safety Test and EMC Test.

Factory inspection (mandatory certification categories). Certification Body arranges experts to conduct Quality System Audit at the factory.

Step 6: issue certificate. After test and factory inspection are qualified, issue KC Certification certificate. Categories confirmed by safety do not need factory inspection.

Important Notes

Important Information Before Applying

Differences between mandatory certification and safety confirmation. Mandatory certification requires factory inspection, the Certificate Validity Period is 5 years, and a follow-up audit is required every year. Safety confirmation does not require factory inspection, but every batch of products requires sample submission for testing. Choosing which types of Certification Mode depends on the product categories, and the manufacturer cannot choose independently.
The KC Certification requirements for Lithium Battery products are becoming increasingly strict. South Korea has specific Safety Requirements (KS C IEC 62133-2) for Lithium-ion Batteries and power banks, including overcharge, overdischarge, short circuit, thermal shock, crushing, and nail penetration tests. Battery products that fail to pass KC Certification must not be sold in the South Korean market.
A South Korean authorized representative is a mandatory requirement for KC Certification. Foreign manufacturers must designate an authorized representative within South Korea, and the representative will bear the product's legal liability in the South Korean market. The authorized representative needs to complete record-filing with KATS and be responsible for handling matters such as product incident reports and recalls.
KC Certification requires attention to Korean National Differences. South Korea use.220 V/60 Hzvoltage (some areas60 Hz), product's temperature rise test must be in220 Vunder the following conditions. Plugs and power cords must comply with Korean standards (KS C 8305), and plugs with foreign specifications cannot pass certification.
