BIS Certification Overview

For foreign manufacturers, BIS Certification (regardless of whether it is ISI or CRS)CRS registration validity period is 2 years (can be renewed), ISI license validity period is 1 year (requires Annual Audit).

Product Certification for bis is divided into two modes: ISI Mark Certification (India Standard Mark Certification) and CRS Registration (Compulsory Registration Scheme). ISI mark certification applies to traditional industrial products (such as cement, steel, food, etc.), Certification Mode is "Product Testing + Factory Audit + License". CRS registration applies to electronic information technology products, Certification Mode is "Product Testing + Self-declaration Registration".

CRS is a mandatory registration scheme launched in 2012 by the Indian Ministry of Electronics and Information Technology (Meit Y), aimed at controlling electronic product safety. CRS requires electronic products to be tested in BIS-recognized laboratories. After passing, they must be registered on the BIS official website to obtain a CRS registration number. Products under CRS registration must affix a Self-declaration label stating the BIS registration number. Currently, the CRS catalogue covers over 70 categories of electronic products.

Certification Mark and Labeling

ISI MarkApplicable to ISI Mark certification products. The mark is a square or circular outer border containing the "ISI" text and the corresponding IS standard number. The mark is issued by BIS; official mark labels must be purchased and affixed to the product. The license number must be indicated next to the mark.

CRSSelf-declarationlabelApplicable to CRS registration products. There is no need to affix the ISI Mark on the product, and the manufacturer shall independently produce and affix the Self-declaration label. The label content includes: the wording "Self Declaration - CRS", BIS registration number, product model, manufacturer name and address, Indian authorized representative name and address, etc.

The label format and content are stipulated by BIS and must be clearly visible. The label can be printed on the product body, Nameplate, or packaging. The label information must be consistent with the information in the BIS registration system and must not be arbitrarily modified. The CRS registration number is the key identifier of the product's legality, and consumers can verify it through the BIS official website.

Test Items and Requirements

Technical Standards and Compliance Indicators

Electrical Safety Test items include:Dielectric Strength Test, Leakage Current Test, Temperature Rise Test (at Indian standards voltage230 V/50 Hzunder conditions), earth continuity test, mechanical strength test, Fire Resistance Test (glow wire, needle flame, etc.), withstand voltage test after moisture treatment, etc.

Indian National DifferencesRated Voltage230 V/50 Hz(India standards voltage, higher than most countries'220 V); Indian plug specifications (plugs complying with IS 1293 standards, divided into IS 3-pin round plug etc.); operating temperature limits can be stricter than IEC standards (India has a hot climate, environmental temperature can reach up to45 °C).

EMC TestSome CRS products need to undergo EMC Test. The test is conducted according to IS standards, including conducted emission, radiated emission, etc. However, not all CRS products require EMC Test, depending on product standards and BIS requirements.

CRS test is conducted according to Indian safety standards (IS standards). Core standards including IS 13252 (Part 1) (information technology equipment safety, etc., adopting IEC 60950-1/62368-1), IS 616 (audio and video equipment safety), IS 302-2-1 (household appliances safety) etc. These standards are basically consistent with IEC standards in technical content, but include Indian National Differences.

Certification Process

Complete Process from Application to Certification

Step 1

Determine the applicable Certification Mode for the product (CRS registration or ISI Mark certification). Confirm according to the product catalogue published by BIS.

Step 2

Designate an Indian authorized representative. Foreign manufacturers must designate an authorized representative within India.

Step 3

Sample submission for test. Samples will be sent to BIS recognized laboratories (within India or BIS recognized overseas laboratories) for test. Currently, BIS recognized overseas laboratories include some qualified laboratories in China.

Step 4: Submit registration application (CRS mode). After passing the test

Submit the registration application via the BIS online system, and upload the Test Report and Technical Documents.

Step 5: BIS review and registration. BIS reviews the submitted materials.

After approval, registration is conducted on the in BIS official website, and a CRSregistration number is assigned. The CRSregistrationcycle is about 4-8weeks (not including test time).

Step 6: Factory Audit (ISI mode). For ISI Mark certification

BIS arranges auditors to conduct On-site Audit at the factory, evaluating the factory quality system.

Step 7: Affix mark/label. Affix Self-declaration label to CRS product.

Affix the ISI Mark to the ISI product.

Important Notes

Important Information Before Applying

The scope of BIS accredited laboratories is limited. Currently, the number of overseas BIS accredited laboratories is limited, and some laboratories in China have obtained BIS accreditation. If the selected laboratory is not within the BIS accredited list, the Test Report will not be accepted. It is recommended to confirm the laboratory's BIS accreditation qualification before submitting for testing.

The validity period of CRS registration is 2 years, and re-registration is required before expiration. Re-registration requires re-testing the product (or providing a valid Test Report) and submitting a registration application. If design changes occur to the product within the validity period (such as replacing key components, modifying circuits, etc.), re-testing and updating the registration are required.

An Indian authorized representative is a necessary condition for BIS Certification. Foreign manufacturers must designate an authorized representative within India (which can be a subsidiary, distributor, or professional agency). The authorized representative bears the legal liability of the product in the Indian market. BIS does not accept foreign manufacturers without an Indian representative directly applying for certification.
