Japan METI Registration Overview

Japan METI Registration is required by the Ministry of Economy, Trade and Industry (METI) under the Electrical Appliances and Material Safety Law (DENAN Law). Any business importing or selling specified electrical products in Japan must register as a "Denryoku-Shōhin Torihiki Gyōsha" (Electrical Appliance and Material Dealer) with METI.

The DENAN Law classifies electrical products into two categories: Specified Electrical Appliances and Materials (Category A, requiring PSE certification) and Non-Specified Electrical Appliances and Materials (Category B, requiring self-declaration). Both categories require METI dealer registration before products can be sold.

PSE (Product Safety Electrical Appliance & Material) certification is mandatory for Category A products. These products must pass testing by a Registered Conformity Assessment Body (RCAB) and bear the PSE mark. Category B products require self-confirmation of conformity and bear the round PSE mark.

METI registration and PSE certification together ensure that electrical products sold in Japan meet Japanese safety standards. Non-compliance can result in products being barred from the Japanese market and potential legal penalties.

Certification Process

Complete Process from Application to Certification

Step 1: Product Classification

Determine if product is Category A (Appendix 9, requiring PSE) or Category B (Appendix 10, self-declaration).

Step 2: Testing

Category A: Test at RCAB (Registered Conformity Assessment Body). Category B: Test at accredited lab per applicable J standard.

Step 3: Technical File

Prepare technical documentation including test reports, circuit diagrams, BOM, and Japanese user manual.

Step 4: METI Dealer Registration

Register as Electrical Appliance Dealer with METI before importing or selling in Japan.

Affix appropriate PSE mark (diamond or round) with registered dealer name on product or packaging.

Important Notes

Key Information Before Applying

METI Dealer Registration must be completed BEFORE importing electrical products into Japan. Foreign manufacturers can appoint a Japanese representative to handle registration and compliance.

PSE certificate validity depends on the RCAB and product type, typically 3-7 years. Category A certificates from RCAB require periodic renewal. All changes to certified products must be reported.
