PSE Certification Overview

PSE Certification is a product safety certification system required by Japan's Electrical Appliance and Material Safety Law (Denan Law). PSE is the abbreviation for "Product Safety Electrical Appliance & Material" .This regulation is administered by Japan's Ministry of Economy, Trade and Industry (METI) to ensure the safety of electrical products and prevent accidents such as fires and electric shocks caused by electrical products. PSE Certification is a mandatory entry requirement for electrical supplies to enter the Japanese market.
Japan's electrical appliance safety management system began with the 1961 Electrical Appliance Control Law, which was revised in 2001 into the current Electrical Appliance and Material Safety Law (Denan Law). The regulations divide electrical supplies into two categories: "Specified Products" (116 kinds) and "Non-Specified Products" (341 kinds), corresponding to different Certification Modes and requirements.
Specified Products (such as power adapters, chargers, etc.) must pass Type Test and Factory Inspection by a registered certification body (RCAB), obtaining the Diamond PSE mark.Non-Specified Products can be certified through the manufacturer's self-declaration of conformity, obtaining the Circular PSE mark.The difficulty of obtaining the two marks is different from the legal effect, and the certification requirements for Diamond PSE are more stringent.
PSE Certification test standards are mainly based on the technical requirements of Japan's Electrical Appliance and Material Safety Law (J Standards), which are largely consistent with international IEC standards but include Japanese national differences (e.g., Rated Voltage100 V/200 V, frequency 50/60 Hz, plug specifications, etc.). Foreign manufacturers must designate an importer or authorized representative in Japan, who must register with METI before the product can be sold in the Japanese market.

Certification Mark and Labeling

PSE mark has two formsThe Diamond PSE mark applies to Specified Products, featuring a diamond border containing the letters "PSE" and the Certification Body name (JET or JQA, etc.). The Circular PSE mark applies to Non-Specified Products, featuring a circular border containing the letters "PSE".
The PSE mark must be affixed to the product body (in a clearly visible location). The importer name (Japanese entity) must be marked next to the mark, along with the declaration of conformity. The size and style of the mark are strictly regulated by law and must not be modified.

Test Items and Requirements

Technical Standards and Compliance Indicators

Japan National Difference TestingIncludes Japan-specific plug specification testing (e.g., Type A/B plugs), temperature rise testing under Japanese voltage conditions (100 V/200 V), flame retardancy requirements for specific materials, etc. These difference tests are important aspects that distinguish PSE Certification from CB Certification.
PSE Safety Testing is conducted in accordance with Japanese J Standards (Appendix H/Appendix J). Core standards include J60335-1 (household appliance safety), J62368-1 (IT equipment safety), J60598-1 (luminaire safety), etc. These standards are technically consistent with the corresponding IEC standards but include Japanese national differences.
Electrical Safety Test items include: Dielectric strength test - conducted per J Standard requirements, with test voltage and duration determined by product type; Leakage current test - measures leakage current of accessible parts under normal operating conditions; Temperature rise test - at Rated Voltage100 V (Japanese standard voltage) conditions to measure component temperatures; Grounding continuity test - verifies protective grounding path; Mechanical strength test - including drop, impact, etc.
EMC Testing is also part of PSE Certification. Specified Products require electromagnetic disturbance testing (per J55014-1 or J55032 standards) and electromagnetic immunity testing (per J55014-2 or J55035 standards). Test items include radiated emission, conducted emission, electrostatic discharge immunity, electrical fast transient burst immunity, etc.

Certification Process

Complete Process from Application to Certification

Step 1: Determine product category. Confirm whether the product belongs to Specified Products or Non-Specified Products
This determines the Certification Mode (Diamond PSE or Circular PSE).

Step 2: Select Certification Body. For Specified Products
must select a third-party Certification Body (RCAB) accredited by Japan's METI, such as JET (Japan Electrical Safety and Environment Technology Laboratories), JQA (Japan Quality Assurance Association), etc.

Step 3
Submit Application and Technical Documents. Submit the Application form, Product Manual, Circuit Diagram, BOM list, Critical Component List, etc. to the Certification Body. Foreign manufacturers need to designate an importer in Japan.

Step 4
Sample Testing. Send Samples to the laboratory designated by the Certification Body for PSE Safety Test and EMC Test. Testing is conducted per Japanese J Standards.

Step 5
Factory Inspection (Specified Products). The Certification Body arranges a Quality System Audit of the manufacturing facility.

Step 6: Certificate Issuance and METI Registration. After testing and Factory Inspection pass
The Certification Body issues the PSE Certification certificate. The importer needs to register with METI.

Affix PSE mark. Affix the PSE mark and importer information on the product body.

Important Notes

Important Information Before Applying

The certification requirements for Diamond PSE and Circular PSE differ significantly. Diamond PSE (Specified Products) requires Third-party Certification and Factory Inspection, with a longer cycle (typically 3-6 months) and higher cost. Circular PSE (Non-Specified Products) can be self-declared based on a CB Report, with a shorter cycle.
PSE requirements for Lithium-ion Batteries deserve special attention. Since 2019, Japan has included lithium-ion batteries with capacity exceeding400 Wh into the Specified Products category, requiring Diamond PSE Certification. Testing is conducted per JIS C8715-2 standard, including Overcharge, Overdischarge, Short Circuit, thermal shock, crush, and other Safety Tests.
The Japanese importer (registration obligor) is key to PSE Certification. Foreign manufacturers cannot directly apply for PSE Certification; they must go through an importer or authorized representative in Japan. The importer bears legal liability for the product in the Japanese market, including product accident reporting and recall obligations.
PSE Certification requires attention to Japanese national differences. Japan's standard voltage is100 V (lowest in the world), with frequency divided into50 Hz (East Japan) and60 Hz (West Japan) regions. Product Testing must be conducted at100 V conditions for temperature rise and other tests. Additionally, Japanese plug specifications (Type A/B) and wire requirements have special provisions.
