Overview

UL Certification is a product safety certification system established by Underwriters Laboratories (UL).Founded in 1894, UL is one of the oldest and most authoritative product safety testing and certification organizations in the world, headquartered in Northbrook, Illinois, USA.UL certification is highly regarded worldwide for its rigorous safety standards and comprehensive testing procedures. Although UL certification is voluntary under US law, it has effectively become a de facto requirement for market access in the United States.
The core concept of UL Certification is to reduce the risk of fire, electric shock, and personal injury through scientific testing and safety assessment. UL develops and maintains over 1,500 safety standards covering electronic and electrical products, construction materials, fire protection equipment, mechanical equipment, toys, and other categories. UL standards are widely referenced by U.S. state and federal regulations, and certain product categories (such as building cables and emergency lighting) are mandatorily required to obtain UL Certification in many states.
UL Certification is divided into three basic types: Listed, Recognized, and Classified. Listed certification applies to complete products and is the most common type; Recognized certification applies to components and parts, serving as integral components of complete product certification; Classified certification applies to specific hazard assessment scenarios, such as fire ratings. In addition, UL offers value-added services such as Eco Logo environmental certification and energy efficiency certification.
UL stands for Underwriters Laboratories Inc. UL Safety Laboratory is the most authoritative in the United States and one of the world's largest private organizations engaged in safety testing and certification. It is an independent, non-profit professional organization dedicated to public safety testing. It adopts scientific test methods to research and determine the degree to which various materials, devices, products, equipment, and buildings may pose hazards to life and property; to determine, compile, and publish corresponding standards and materials that help reduce and prevent loss of life and property, while also conducting factual investigations.
UL is primarily engaged in product Safety Certification and safety certification business operations. Its ultimate goal is to provide the market with goods of considerable safety standards, contributing to the protection of personal health and property safety. As an effective means of eliminating technical barriers to international trade, UL also plays a positive role in promoting the development of international trade.
UL was founded in 1894, and initially UL relied mainly on the fire protection insurance department to provide funds to maintain its operations, until 1916, UL was completely self-sufficient. After nearly 100 years of development, UL has become a world-renowned Certification Body with its own set of rigorous organizational management systems, standard development and Product Certification procedures. UL is governed by a Board of Directors with representatives from safety experts, government officials, consumers, education, utilities, insurance and standards sectors, with day-to-day responsibilities handled by the President and Vice President. At present, UL has five laboratories in the United States, headquartered in the town of Northbrook, north of Chicago, and corresponding laboratories in Taiwan and Hong Kong. In the United States, UL is a symbol of safety for consumers, and globally, UL is one of the most trusted conformity assessment providers for manufacturers.
The UL mark is typically affixed to products and/or product packaging to indicate that the product has passed UL Certification and meets safety standards requirements.
The most important components of these marks are the UL graphic symbols, which are all registered trademarks of UL.
UL inspector inspections are essentially mechanical operations. Depending on the product, inspection is based on Bulletins, Procedures, FUII (if applicable, included in the Procedure), and UL standards (if required by FUII).
If the inspector visits the factory while UL products are being produced or in stock, the inspector will use one of the following methods to collect Samples:
1. Select individual components from the production line plus one complete product from the warehouse.
2. Select individual components from the warehouse plus one complete product from the production line.
3. Select a complete product from the warehouse for disassembly.
The specific number of samples depends on the Procedure, FUII (Follow-Up Inspection Instructions), SAP (Standard Appendix Page), or direct instructions from the UL laboratory. The inspector does not necessarily inspect all products each time, but will try to cover all product categories or models within one or at least two years.
Generally speaking, UL does not have very high requirements for the factory production system, only requiring annual calibration of instruments and equipment, maintaining the factory's own inspection records, and having certain control measures for non-conforming products.
During inspection, the field representative (UL inspector) will focus primarily on the product itself, checking the product structure, components, and assembly item by item according to the inspection basis mentioned above. For components related to product safety, the Procedure generally specifies that UL Certification is required, and the manufacturer and model are noted; for enclosures, covers, and other injection-molded parts, the Procedure typically specifies their raw material and dimensional requirements. The field representative will verify all of the above items as well as the UL marks specified in the Procedure.
As a member of international accreditation bodies, UL is widely involved in ISO 9000 Quality System Certification, ISO 14000 Environmental Certification, QS 9000 Automotive Quality System Certification, and AS 9000 Aerospace Quality System Certification services. In China, 116 factories have obtained UL System Certification, including 21 with ISO 9001, 85 with ISO 9002, 1 with ISO 14001, and 9 with QS 9000.

Applicable Products and Service Categories

The scope of products covered by UL Certification is extremely broad, including but not limited toInformation technology equipment (computers, servers, network equipment, UPS), audio/video equipment (TVs, audio systems, projectors), household appliances (air conditioners, refrigerators, washing machines, ovens, microwave ovens, electric water heaters), lighting products (LED luminaires, fluorescent fixtures, ballasts, drivers), power products (adapters, chargers, battery packs, power cords).
Industrial equipment categories include industrial control equipment (PLCs, contactors, relays), power tools (drills, angle grinders, electric saws), measurement and testing equipment, medical electrical equipment, laboratory instruments, commercial refrigeration equipment, vending machines, etc. Construction materials categories include wires and cables, distribution boxes, switches and sockets, circuit breakers, fire alarm equipment, fire doors, and other construction materials.
In recent years, with the development of emerging technologies, the Scope of Application of UL Certification has been continuously expanding, adding categories such as drones, electric hoverboards, energy storage systems, EV charging stations, smart home devices, wearable devices, and 3D printers. UL has also developed dedicated safety standards for new energy equipment such as photovoltaic modules and wind turbines.
1. Applicant submits company and product information

(a) Applicant Company: The company that submits the product testing application and is responsible for all engineering service fees
(b) Listed Company: The company whose name is listed in various product directories published by UL
(c) Manufacturing FactoryThe manufacturer and producer of the product.
Product InformationProduct information should be provided in English.
(a) Product NameProvide the full name of the product.
(b) Product ModelList in detail all product models, varieties, or classification numbers that require testing.
(c) Intended Use of ProductFor example: home, office, factory, coal mine, ship, etc.
(d) Parts List: List in detail all components that make up the product, including model (classification number), rated values, and manufacturer names. For insulating materials, please provide the raw material name, e.g., GE Polycarbonate, Lexan Type 104. When components have already obtained UL Certification or recognition, please identify the specific model of the component and note its UL file number. (e) Electrical Performance: For electronic and electrical products, provide circuit schematics (wiring diagrams) and electrical performance specifications.
(f) Structural DrawingFor most products, structural drawings or exploded views, parts lists, etc. must be provided.
(g) Product photos, user manuals, safety instructions, installation instructions, etc.
When product documentation is complete, UL engineers will make the following decisions based on the materialsThe applicable UL standards for testing, engineering costs, testing timeline, sample quantities, etc., will be communicated to you in writing, along with the formal Application Form and Follow-Up Service Agreement. The Application Form specifies a cost limit, which is the maximum estimated engineering cost determined by UL based on the test items. This cost limit cannot be exceeded without your company's written authorization.
Upon receipt of your signed Application Form, payment, and test samples, UL will notify you of the scheduled completion date for testing. Product testing is generally conducted at UL laboratories in the United States, and UL may also accept reviewed third-party test data. Test samples will be returned or destroyed according to your instructions.
If the test results meet UL standard requirements, UL will issue a test report and Follow-Up Service Procedure. The test report will detail the testing conditions, the indicators achieved by the samples, the product structure, and the applicable safety marks for the product. The Follow-Up Service Procedure includes a description of the product and instructions for UL field inspectors. A copy of the test report is sent to the applicant company, and a copy of the Follow-Up Service Procedure is sent to each manufacturing factory.
Inspections are divided into initial inspections and quarterly inspections, with the initial inspection being relatively more expensive. UL follow-up inspections are classified as Type R and Type L. Type L service is primarily for products related to life safety, such as fire extinguishers, smoke detectors, fire doors, and high-volume products such as electrical equipment, wires, and circuit breakers. For Type L products, manufacturers must order labels directly from UL and affix them to the products. Type R service is primarily for electrical equipment such as fans, televisions, hair dryers, ovens, and other products typically manufactured on production lines.

Certification Mark

The UL Certification mark is a UL registered trademark with a high degree of market recognition and credibility. The classic UL Listing mark is a combined design featuring the letters UL enclosed in a circle, typically printed on the product nameplate or label. Below the mark is the corresponding UL standard number, such as UL 60950-1 or UL 62368-1.
The UL Recognized Component mark is a reversed UR mark with a backward-pointing R, used to identify components or parts that have received UL recognition. The Classification mark includes the classification designation and applicable standard number, indicating the product's performance in a specific risk assessment.
Each UL Certified product is assigned a unique File Number, starting with E followed by a numerical code (e.g., E123456). It is also accompanied by a Category Control Number, identified by four English letters (e.g., XHTQ). These numbers allow consumers and regulatory agencies to verify the certification status and detailed information of products in the UL online database. The use of the mark must strictly comply with UL's mark usage guidelines and must not be modified or misleadingly used without authorization.
1. The minimum height of the registered trademark shall be 3/64 inch.
2. When the outer circle diameter of the UL mark is less than 3/8 inch, the registered trademark symbol may be omitted if it is not clearly legible to the naked eye.
3. The mark may be applied directly and permanently to the product by stamping, molding, ink printing, screen printing, or similar methods.
4. Obtaining the MarkManufacturers may reproduce the mark or obtain it from UL-authorized distributors.
5. ULus Mark (us only, no c)Safety mark for products entering the U.S. market; c UL (c only, no us): Safety mark for products entering the Canadian market; c ULus Mark: Safety mark for products entering both the U.S. and Canadian markets.
In China, a UL field inspector will contact the manufacturing factory to conduct the initial Factory Inspection (Initial Production Inspection, IPI). The inspector examines the products and their components on the production line and in warehouse storage to verify that the product structure and parts are consistent with the Follow-Up Service Procedure. If required by the Procedure, the field inspector will also conduct witness testing. When the inspection results meet the requirements, the applicant is authorized to use the UL mark.
After the IPI, the inspector will visit the Factory Inspection from time to time to check the product structure and conduct witness experiments. The frequency of the inspection is determined by the product type and production volume. Most types of products are inspected at least four times a year. The inspector's inspection is to ensure that the product continues to be consistent with UL requirements. Before you plan to change the product structure or components, please inform UL. For minor changes, no experiments need to be repeated. UL can quickly modify the tracking service rules so that the inspector can accept such changes. When UL believes that changes to the product affect its safety performance, it needs to apply to the company to resubmit the sample for necessary testing.
The cost of follow-up service is not included in the testing fee.
If the test results do not meet UL standard requirements, UL will notify the applicant and explain the existing problems. After the applicant improves the product design, the product can be retested. You should inform the UL engineer of what improvements have been made to the product so they can determine the above steps for applying for UL Certification.
For unauthorized products to use the UL mark, the inspector will request that the UL mark be removed; for products that do not meet the UL requirements, the inspector will ask the factory to remove the UL mark or rework it to meet the requirements; if the factory disagrees with the above treatment, the UL mark can be temporarily retained, but the shipment must be stopped, the inspector will notify the corresponding laboratory of the situation, and UL will reply to decide whether the UL mark can be retained; if only some small problems occur, which does not affect the safety of the product, the inspector will make a tentative acceptance decision and report to the corresponding laboratory; if there are some obvious standard errors, such as typing errors or unit errors, it will not affect the eligibility of the factory product, but as UL's document processing, the inspector will issue a change notice. In general, unless it is the responsibility of UL, the inspector will ask the factory to explain the nonconformities to the corresponding laboratory, and UL will respond accordingly based on your explanation.

Test Items

Core Test Items and Indicators

Core safety test items includeInput test (rated input voltage, current, and power testing), temperature rise test (verifying that component temperatures do not exceed limits under normal and abnormal operating conditions), dielectric strength test (verifying insulation performance), leakage current test (evaluating current safety of accessible parts), ground continuity test (verifying effectiveness of the protective grounding path), mechanical strength test (drop, impact, stress relief tests), etc.
UL Certification testing is conducted in accordance with UL safety standards, with different product categories corresponding to different UL standards. Commonly used UL standards include: UL 62368-1 (Safety Requirements for audio/video, information and communication technology equipment, replacing old standards UL 60950-1 and UL 60065), UL 1598 (Fixed Luminaires), UL 8750 (LED Lighting Sources), UL 1310 (Class 2 Power Units), UL 1012 (Non-Class 2 Power Units), UL 2054 (Household and Commercial Battery Packs), etc.
UL also places special emphasis on fire safety testing, including the glow wire test (evaluating the flame resistance of non-metallic materials at high temperatures), needle flame test (evaluating the flame-retardant properties of materials under small flame conditions), horizontal/vertical burning test (determining the material's flame-retardant rating, such as V-0, V-1, V-2, 5 VA, 5 VB, etc.), and tracking resistance test (evaluating the resistance to electrical tracking of insulating materials in humid and contaminated environments). Plastic enclosure materials must meet the UL 94 flame-retardant rating requirements.
For products with batteries, UL requires Battery Safety Testing, including Overcharge Protection Testing, Overdischarge Protection Testing, Short Circuit Protection Testing, Temperature Protection Testing, Mechanical Abuse Testing (Squeeze, Shock, Drop), etc. The battery pack must meet the requirements of UL 2054 standard, and the battery cell must meet the requirements of UL 1642 standard. In addition, depending on the characteristics of the product, environmental tests (high temperature and high humidity, Temperature Cycling, salt spray, etc.) and electromagnetic compatibility tests may also be required.
UL's Product Certification and testing services are mainly categorized into Listing, Recognition, and Classification.
In addition, if the Procedure, FUII, or standard requires on-site testing of the product, the field representative will instruct the factory inspector to perform the corresponding tests, with the field representative serving as a witness. If the Procedure also requires sending samples to UL for follow-up testing, the factory should cooperate with the inspector to prepare the appropriate samples. After the inspector labels the samples, provides the address, and seals them, the factory ships them to the corresponding UL laboratory.
If the products manufactured by the factory fully comply with the corresponding UL inspection standard requirements, and there are no other violations of the Follow-Up Service Agreement, the inspector will issue a Follow-Up Inspection Report. The factory representative should confirm the content is accurate and sign the report, at which point the inspection is complete. If non-conformities with the inspection standards are found during the inspection process, the inspector will issue a Variation Notice and take appropriate measures based on the specific circumstances.

Certification Process

Complete Process from Application to Certification

The standard process for UL Certification includes the following main stepsStep 1: Project initiation and standard determination. After determining the certification need, the company contacts UL or its authorized agency to clarify the product category, applicable standards, certification type, and project scope. UL engineers will evaluate the product's technical parameters and provide a certification plan and quotation.
Step 2: Submit technical documents and samples. The company needs to submit circuit schematics, PCB layout diagrams, BOM (Bill of Materials), product manuals, structural drawings, plastic parts and critical safety component lists (CDF), model difference statements, and other documentation. At the same time, prepare fully functional test samples, typically requiring 3-5 units.
Step 3: Factory inspection (initial factory inspection). UL Certification requires an initial factory inspection (IPI - Initial Production Inspection). A UL inspector visits the production site to inspect the factory's quality control system, production line consistency, testing equipment, and critical component management. Testing can officially begin only after the factory inspection is passed.
Step 4: Product safety testing. The full set of safety tests is conducted at a UL laboratory or a UL-approved witness test lab. The testing period depends on product complexity, typically requiring 4-8 weeks. If non-conforming items are found during testing, corrective actions must be taken and the relevant items retested.
Step 5: Certification issuance and follow-up service. After all tests pass and the factory inspection is completed, UL issues the certificate and the company is authorized to use the UL mark. UL Certification is not a one-time process; ongoing follow-up service (Follow-Up Service, FUS) is required. UL inspectors visit periodically (typically quarterly) to inspect production consistency and quality control of mass-produced products to ensure continued compliance.
The applicant signs the Application Form and Follow-Up Service Agreement and returns the forms to UL. At the same time, payment is made via bank transfer, and samples are sent by mail or courier. Please provide appropriate descriptions for the submitted samples (e.g., name, model). The Application Form and samples should be sent separately. For each application project, UL assigns a unique project number (Project No.). When making payment, sending samples, and submitting the Application Form, please indicate the project number and applicant company name to facilitate UL's receipt and processing.

Required Documents

Required Documents and Materials for Application

UL Certification application requires submission of comprehensive technical documentation. Core materials includeCertification Application Form (including company information, product description, model information), circuit schematics (Schematic Diagram), PCB layout diagrams (PCB Layout), Component List (BOM) (Bill of Materials), and critical safety component certifications (e.g., transformers, capacitors, switches, fuses, wires, etc. must carry UL Certification marks).
Structural documentation includes product exploded views (Exploded View), enclosure structural drawings, ventilation hole dimension drawings, internal wiring diagrams, and nameplate label drawing samples. Plastic enclosure materials require material specification sheets and UL 94 flame-retardant rating certification information. For products using transformers, switching power supplies, batteries, and other critical components, the UL Certification documentation for these components must be provided.
User manuals and installation instructions must be written in English and include safety warnings, installation requirements, important usage notes, maintenance instructions, and other content. For software-controlled products, a description of safety-related software functions and a fail-safe analysis must be provided. Additionally, for multi-model series certification, a detailed model difference analysis table must be provided explaining the similarities and differences in safety design across models.

Important Notes

Important Information Before Applying

The UL Certification cycle is relatively long, typically requiring 8-16 weeks. Companies should plan their certification timeline in advance. Factors affecting the cycle include product complexity, time for corrective actions on non-conforming test items, factory inspection scheduling, and completeness of technical documentation. It is recommended that companies incorporate UL safety design requirements during the product design phase and select critical components that have already obtained UL Certification, which can significantly shorten the certification cycle.
The selection of critical components is of utmost importance. UL requires that critical safety components such as transformers, X-capacitors, Y-capacitors, bridge rectifiers, switching transistors, fuses, optocouplers, and wires must use products that have already obtained UL Certification. Using non-UL-certified components will increase additional testing costs and time. Companies should establish a strict component control list (CDF) and exercise rigorous oversight during procurement and incoming inspection.
UL Certification's Follow-Up Service is an ongoing assurance of certification validity. Companies must cooperate with UL inspectors' periodic inspections and maintain consistency between production and certified samples. Any safety-related design changes (replacing critical components, modifying circuits or structures, changing plastic materials, etc.) must be reported to UL in advance and approved. Unauthorized changes may result in certification suspension or revocation and carry the risk of product recall. Furthermore, the use of the UL mark must strictly comply with UL's mark usage guidelines, and the UL mark must not be used without authorization.
