PSE certification is the mandatory product safety certification specified by Japan's Electrical Appliances and Materials Safety Law (DENAN Law).
PSE stands for Product Safety Electrical Appliance & Material.
The PSE mark is divided into two categories: Diamond PSE (mandatory certification, specified electrical appliances) and Round PSE (mandatory self-declaration, non-specified electrical appliances).
Lithium batteries fall under the Round PSE category and are tested for safety according to JIS C 8715 (equivalent to IEC 62133:2012 older version; new version uses JIS C 8715-2) standard.
Starting from February 2018, Japan's Ministry of Economy, Trade and Industry (METI) officially included power banks in the PSE regulatory scope. All portable lithium batteries and power banks sold in the Japanese market must pass PSE certification.
