PSE Certification

Overview

PSE certification is the mandatory product safety certification specified by Japan's Electrical Appliances and Materials Safety Law (DENAN Law).

PSE stands for Product Safety Electrical Appliance & Material.

The PSE mark is divided into two categories: Diamond PSE (mandatory certification, specified electrical appliances) and Round PSE (mandatory self-declaration, non-specified electrical appliances).

Lithium batteries fall under the Round PSE category and are tested for safety according to JIS C 8715 (equivalent to IEC 62133:2012 older version; new version uses JIS C 8715-2) standard.

Starting from February 2018, Japan's Ministry of Economy, Trade and Industry (METI) officially included power banks in the PSE regulatory scope. All portable lithium batteries and power banks sold in the Japanese market must pass PSE certification.

PSE battery certification is applicable to the following products: portable sealed secondary lithium battery cells and battery packs (rated energy not exceeding 400 Wh), lithium batteries for mobile phones, lithium batteries for laptops, lithium batteries for digital products, power banks (portable battery packs), lithium batteries for Bluetooth devices, lithium batteries for wearable devices, and lithium batteries for portable navigation and gaming devices. The following products are not within the PSE certification scope: industrial lithium batteries with rated energy exceeding 400 Wh, electric vehicle power batteries, stationary energy storage battery systems, and medical device-specific batteries (subject to independent regulations).

Cell Battery Tests
Continuous low-rate charging (0.01 It charge for 28 days) — Criteria	No fire, no explosion.
Vibration test (7-200Hz logarithmic sweep, 12 cycles per axis, peak acceleration 1gn) — Criteria	No fire, no explosion, no leakage.
Room temperature external short circuit (20±5°C, resistance <0.1 ohms, 24 hours) — Criteria	No fire, no explosion, surface temperature ≤170°C.
High temperature external short circuit (55±5°C, resistance <0.1 ohms, 24 hours) — Criteria	No fire, no explosion, surface temperature ≤170°C.
Crush (13k N or compress to 50%) — Criteria	No fire, surface temperature ≤170°C.
Thermal abuse (130±2°C for 10 minutes) — Criteria	No fire, no explosion.
Overcharge (0.2 It charge to 2x cut-off voltage, 12.5 hours) — Criteria	No fire, no explosion.
Forced discharge (0.2 It discharge to 250% rated capacity) — Criteria	No fire, no explosion.
Low pressure (11.6k Pa for 6 hours) — Criteria	No fire, no explosion, no leakage.
Battery Pack Tests

External short circuit (room temp/high temp)

Drop test (1.0m free fall, 3 drops per 6 faces)

Overvoltage charging protection test (1.1x maximum charging voltage)

Certification Process

Complete Process from Application to Certification

PSE Diamond Certification Process (certain types)Requires third-party certification body for type testing and factory inspection, issuing Diamond PSE certificate.

PSE Round Certification Process
Step 1	Select a third-party certification body (RCAB) authorized by Japan's METI, such as JET, JQA, TUV Rheinland Japan, etc.
Step 2	Submit application and technical documents.
Step 3	Send samples to the certification body's designated laboratory for JIS C 8715-2 full testing.
Step 4	After testing passes, test report is issued.
Step 5	The Japanese importer (a company registered with METI) makes a self-declaration of conformity based on the test report.
Step 6	Attach Round PSE mark to the product.
Step 7	The importer must register the company and file the product with METI.

PSE certification cycle is approximately 6-8 weeks.

Mark Requirements

Technical Standards and Compliance Indicators

Round PSE mark usage requirements: The mark must include "PSE" lettering and the certification body name (abbreviation). The minimum mark height shall not be less than 3mm. The Round PSE mark does not require a registration number. The Diamond PSE mark requires the type inspection certificate number. Battery products must also display rated voltage, capacity, manufacturing date, country of origin, and other information. The mark must be visible on the product body and minimum sales packaging. The importer name next to the PSE mark must match the METI registration information.

The following documents are required for PSE certification application: Manufacturer information and Japanese importer information (METI registration number)

Product label and manual (Japanese version)

ISO 9001 certificate (if applicable). Notes: PSE Round certification requires a Japanese local importer as the applicant; foreign manufacturers cannot complete PSE registration independently. METI registration is mandatory; unregistered products cannot be imported or sold. PSE certification testing must be conducted at an RCAB-recognized laboratory. Power bank PSE certification requirements are higher than regular battery packs, with additional whole-device test items. PSE Round certification does not require factory inspection, but METI has the right to conduct market sampling inspections. PSE certification test reports are valid long-term, but product design changes require re-evaluation. Japanese customs strictly inspects PSE marks; uncertified products will be detained. The JIS C 8715 standard has been updated to the new version (2017); old version reports may no longer be accepted.
