Overview

BIS certification is the mandatory product certification system implemented by the Bureau of Indian Standards (BIS) under the BIS Act, 1986. Since 2012, India has included lithium batteries in the Compulsory Registration Scheme (CRS). Battery products entering the Indian market must pass BIS-ISI certification or BIS-CRS registration. Portable electronic device lithium batteries are tested for safety according to IS 16046 standard (equivalent to IEC 62133). BIS certification is the legal market access requirement for lithium battery products in India; battery products without BIS certification may not be imported, manufactured, or sold in India.
The Bureau of Indian Standards (BIS) is specifically responsible for product certification. India began implementing a product certification system in 1955 to unify product regulatory standards and requirements and ensure product quality and safety. Under the BIS Act, 1986, India's product certification follows voluntary certification principles; however, considering public health and safety and mass consumption factors, the Indian government issues special decrees to implement mandatory certification for specific products, aiming to provide end consumers with quality-assured, safe, and reliable products.

BIS battery certification is applicable to the following products: portable sealed secondary lithium battery cells and battery packs for electronic devices, lithium batteries for mobile phones, lithium batteries for laptops, lithium batteries for tablets, lithium batteries for digital cameras, power banks, and lithium batteries for smart wearable devices. The BIS-CRS registration catalogue also covers other portable electronic devices themselves (such as adapters, LED lights, IT equipment, etc.), and the lithium batteries built into these products must also meet IS 16046 requirements.

IS 16046 standard requirements are essentially consistent with IEC 62133:2012; some test parameters may be adjusted with IEC standard updates.

Certification Process

Complete Process from Application to Certification

BIS-CRS Registration Process
Step 1Create a manufacturer account on the BIS official website.
Step 2Submit online application, selecting product category (lithium batteries for portable electronic devices).
Step 3Send samples to a BIS-recognized laboratory within India for IS 16046 full testing. Note: Samples must be sealed under BIS official supervision and shipped.
Step 4Laboratory issues Test Report (TR).
Step 5Submit test report and complete technical documents to BIS.
Step 6After BIS review and approval, CRS registration certificate is issued. BIS-CRS registration does not require factory inspection but requires a designated Indian local representative.
Step 7Products are labeled with BIS standard mark and registration number.
BIS-CRS registration cycle is approximately 8-12 weeks.

Registration Maintenance and Mark Requirements

Technical Standards and Compliance Indicators

BIS-CRS registration certificate is valid for 2 years and must be renewed before expiration. After registration, BIS has the right to conduct market sampling inspections; failure in sampling will result in registration revocation. BIS mark usage requirements: The mark must display IS 16046 standard number and BIS registration number (format: R-XXXXXXXX). The mark must be clearly legible, with minimum height no less than 3mm. For imported products, the mark must be placed on the product body and minimum packaging. BIS registration numbers must correspond one-to-one with actual certified product models; different models require separate applications or extensions.

Required Documents and Materials for Application

The following documents are required for BIS certification application: Manufacturer information and Indian local representative authorization letter
Product specification (including battery technical parameters)
Product label and manual (English version)
ISO 9001 quality management system certificate (if applicable). Notes: BIS-CRS registration must be tested at a laboratory within India; overseas laboratory reports are not accepted. Samples must be sealed on-site by BIS officials. The BIS registration process involves extensive documentation; operating through an experienced agency is recommended. Any product changes (design
, model) must be reported to BIS and may require re-testing. BIS certification does not allow text or graphics that may cause confusion next to the mark. Indian customs strictly inspects BIS certification; uncertified products will be detained. BIS-CRS registration certificates are specific to particular brands and models; different brands must apply separately.
All products under mandatory certification must obtain product certification certificates according to Indian product standards to enter the market. Therefore, manufacturers wishing to enter the Indian market need to understand India's product certification system. Deit Y (Department of Electronics and Information Technology) released 15 new products under the mandatory registration program in November 2014, expanding regulated products from 15 to 30, including batteries, power banks, etc. Battery products that pass BIS certification are marked with the ISI label; once a battery product bears the "ISI mark," it means it complies with relevant Indian standards. This label has wide influence and good reputation in India and neighboring countries, serving as a reliable guarantee of product quality.
