Overview

IEC 62133 / EN 62133 is the standard for safety requirements of portable sealed secondary battery cells and battery packs containing alkaline or other non-acid electrolytes, developed by the International Electrotechnical Commission (IEC) and the European Committee for Electrotechnical Standardization (CENELEC). The full title of IEC 62133 is "Secondary cells and batteries containing alkaline or other non-acid electrolytes - Safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications." This standard is one of the most authoritative international standards in the field of battery safety, widely adopted or adapted by major global markets including the EU, USA, Japan, and Korea. The latest versions are IEC 62133-2:2017+AMD1:2021 (for lithium-ion batteries) and IEC 62133-1:2017 (for nickel-based batteries). The older IEC 62133:2012 has been gradually replaced.

Applicable Products and Service Categories

IEC/EN 62133 certification is applicable to the following product types: sealed secondary battery cells and battery packs for portable applications, including lithium-ion batteries (including lithium polymer batteries) and nickel-based batteries (Ni Cd, Ni MH). Typical applications include but are not limited to: rechargeable batteries in mobile phones, laptops, tablets, digital cameras, camcorders, Bluetooth devices, portable navigation devices, power tools, portable medical devices, and children's toys. The standard does not apply to electric vehicle power batteries, stationary energy storage systems, or industrial large-scale battery systems. The new IEC 62133-2:2017 further clarifies the definition of portable batteries and defines rated energy limits.

Cell Battery TestsContinuous Low Rate Charging (7.1.1): Charge at 0.01 It A constant current for 28 days. Criteria: No fire, no explosion.
Vibration (7.3.7)7 to 200 Hz logarithmic sine sweep, maximum acceleration not exceeding 1gn (small batteries), 12 cycles in each of three perpendicular axes. Criteria: No fire, no explosion, no leakage.
External Short Circuit at High Temperature (7.3.3)At 55 ±5 °C, short-circuit the battery terminals (resistance less than 0.1 ohms) for 24 hours. Criteria: No fire, no explosion, surface temperature not exceeding 170 °C.
Thermal Abuse (7.3.6)Heat the battery at 5 ±2 °C/min to 130 ±2 °C and maintain for 10 minutes. Criteria: No fire, no explosion.
Crush (7.3.4)Crush the battery between two flat surfaces to 50 % of initial thickness or until force reaches 13 ±1k N. Criteria: No fire, surface temperature not exceeding 170 °C.
Overcharge (7.3.5)Discharge at 0.2 It A to cut-off voltage, then charge at 0.2 It A constant current to 2 times the upper limit voltage (minimum 5 V) for 12.5 hours.
Forced Discharge (7.3.8)Discharge the battery at 0.2 It A constant current to 0 V, then continue discharging to 250 % of rated capacity.

Certification Process

Complete Process from Application to Certification

IEC/EN 62133 Certification Process
Step 1Determine product category and applicable standard version (IEC 62133-1 for nickel-based or IEC 62133-2 for lithium-based).
Step 2Prepare technical documents, including battery specification, circuit diagram, material list, etc.
Step 3Submit test application to an ISO 17025 accredited laboratory recognized under the IEC/CB system.
Step 4Send samples for type testing. Lithium-ion battery cells typically require 24-30 samples; battery packs are provided per actual configuration.
Step 5Laboratory issues IEC 62133 or EN 62133 test report.
Step 6Based on target market requirements, use the test report to apply for CB certification, CE certification, TUV Mark, or other market access certificates.

CB Scheme and International Mutual Recognition

IEC 62133 is one of the core standards of the CB Scheme (IECEE CB Scheme), enabling multi-national mutual recognition. Under the CB Scheme, companies can submit an application to any National Certification Body (NCB) and, after obtaining a CB Test Certificate (CBTC), apply for conversion certification in CB Scheme member countries, avoiding duplicate testing. Currently, more than 50 countries and regions participate in the CB Scheme, including China, the USA, Japan, Korea, Germany, France, and the UK. Through IEC 62133 CB certification, companies can efficiently obtain market access qualifications for multiple target markets, significantly reducing certification costs and time.

UN38.3 test report (if applying for CB certification jointly)
Manufacturer quality management documents. Notes: There are significant differences between IEC 62133-2:2017 and the older IEC 62133:2012; older reports may not be accepted by some markets. Testing using the latest version of the standard is recommended. Cell battery and battery pack test items differ; battery pack certification cannot replace cell battery certification. The protection circuit is a key evaluation element for battery pack safety certification, and protection IC parameter settings directly affect test results. Test samples must be mass-produced and consistent with the final shipped product; any design changes require re-evaluation. EN 62133 is the European adaptation of IEC 62133; both have essentially identical technical requirements, but some countries may have National Differences.
