WERCS Certification

Overview

WERCS certification refers to the process of registering and evaluating products through the WERCSmart registration assessment system. WERCSmart is a product compliance registration platform developed by WERCS Inc. (now part of UL Solutions). Major North American retailers such as Walmart, Costco, and Home Depot require their suppliers to complete product registration on the WERCSmart platform before they can sell on their platforms. The WERCSmart system collects product ingredient data, Safety Data Sheets (SDS/MSDS), packaging information, and other data to automatically assess whether products comply with relevant regulations and generates compliance reports for retailers. For products containing lithium batteries, WERCS registration is an essential requirement for entering retail channels such as Walmart.

WERCS certification is applicable to the following product types: batteries and battery-containing products (lithium batteries, alkaline batteries, nickel-metal hydride batteries, lead-acid batteries, and consumer electronics containing these batteries), chemical products (cleaners, detergents, adhesives, coatings, paints, etc.), nutritional supplements and health products, personal care products (cosmetics, skincare products, etc.), automotive supplies, and pet supplies. Products containing batteries require a UN38.3 test report, SDS safety data sheet, and detailed battery technical parameters. If a product contains regulated chemical ingredients, the WERCS system automatically classifies it for review by WERCS's team of toxicology experts.

Core Testing Items and Indicators

The core content of WERCS registration includes the following aspects

Product Basic InformationProduct name, brand, SKU number, barcode (UPC/GTIN), product images, packaging images, product dimensions and weight.

Ingredient Information RegistrationFor chemical products, a complete formulation ingredient list must be uploaded, with each ingredient providing its CAS number, percentage content, and corresponding GHS classification information. For battery-containing products, the battery chemistry system (e.g., lithium-ion, lithium metal, alkaline), rated voltage, rated capacity, rated energy (Wh), battery UN number (UN3480/UN3481, etc.), and UN38.3 test report must be provided.

Transport Classification AssessmentThe system generates IATA, DOT, and IMDG transport compliance reports based on the product's hazardous goods classification data.

Safety Data Sheet (SDS/MSDS): Provide a 16-section safety data sheet compliant with the OSHA HCS 2012 standard (29 CFR 1910.1200), covering chemical ingredients, hazard identification, first-aid measures, fire-fighting measures, accidental release measures, handling and storage, exposure control, physical and chemical properties, stability and reactivity, toxicological information, ecological information, disposal considerations, transport information, regulatory information, and other information.

Regulatory Compliance Assessment: The WERCS system automatically compares product data with the following regulations: US EPA Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), California Proposition 65, US Consumer Product Safety Improvement Act (CPSIA), Canada Consumer Product Safety Act (CCPSA), etc. If a product contains restricted substances exceeding limits, the system will issue a compliance warning.

Assessment Results and Classification

After WERCS registration, the system automatically generates assessment results and classifies the product

Direct to ShelfProduct does not contain regulated ingredients. After passing assessment, it can be listed directly in the retailer's system.

UPC Not Yet ActivatedProduct registration is complete but the retailer has not yet activated the barcode.

Hold for ReviewProduct contains ingredients requiring further review or data is incomplete. WERCS's toxicology expert team will conduct a manual review.

Not ApprovedProduct does not comply with relevant regulations or contains prohibited ingredients and cannot be listed.

RegistryProduct has completed basic information registration but assessment is not yet complete.

Certification Process

Complete Process from Application to Certification

WERCS Certification Process
Step 1	Create a WERCSmart account: visit wercs.com to register a supplier account and fill in company information, contact information, and business license number.
Step 2	Select retailers: Add target retailers in the system (e.g., Walmart, Costco). Different retailers may have different fees and review standards.
Step 3	Create product registration: Enter basic product information (name, brand, SKU, UPC/GTIN barcode, etc.) and upload product packaging images (front and back).
Step 4	Fill in the formulation ingredient list: Enter product ingredient information item by item, including the chemical name, CAS number, and percentage content for each ingredient. For battery-containing products, upload the battery specification sheet and UN38.3 test report.
Step 5	Upload SDS/MSDS safety data sheet: The SDS must comply with the US OSHA HCS 2012 standard, in PDF format.
Step 6	Submit for assessment: The system automatically runs the compliance assessment engine, typically generating results within 1-3 business days after submission.
Step 7	Obtain registration number: After the assessment passes, the system assigns a WERC ID registration number, which will automatically sync to the retailer's product database.

Transport classification information (if classified as hazardous goods). Notes: WERCS registration information must be accurate and truthful. Concealing or misreporting ingredients may result in product delisting and supplier account suspension. Formulation ingredients are trade secrets; the WERCS platform stores ingredient data with encryption, and retailers can only view assessment results, not specific formulations. Product formulation or ingredient changes must be updated in the system and re-assessed. Assessment fees vary by retailer. Battery-containing products must provide a valid UN38.3 test report; falsified reports will result in permanent product delisting. After product listing, the WERCS system periodically requests SDS and ingredient updates to ensure continued compliance.
