Overview

UN38.3 Certification is a technical specification for lithium battery safety testing, established by the UN Committee of Experts on the Transport of Dangerous Goods in the "Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria", Section 38.3: "United Nations Tests for the Safe Transport of Lithium Batteries".
This standard is established by the UN Committee of Experts on the Transport of Dangerous Goods. Both the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA) base their lithium battery air transport regulations on this standard.
UN38.3 is a mandatory condition for the transport of lithium batteries and lithium battery-containing products by sea, land, and air worldwide. Lithium batteries that have not passed this test may not be transported as non-restricted dangerous goods.
The latest version of the standard is ST/SG/AC.10/11/Rev.7 (7th revised edition), in which Section 38.3 comprehensively specifies the testing requirements for lithium cells and battery packs.

Energy storage battery systems. Whether lithium batteries are transported as standalone products, installed in equipment, or packed with equipment, they must meet UN38.3 test requirements. For rated energy not exceeding100 WWh lithium batteries, meeting UN38.3 requirements, may be transported as non-restricted dangerous goods
exceeding100 Wh but not exceeding300 WWh must be transported as Class II packaged dangerous goods.

Test Items and Standard Requirements

Technical Standards and Compliance Indicators

UN38.3 Test includes 8 core tests (T.1 through T.8)
T.1 Altitude Simulation (Altitude SimulatStore at a pressure not exceeding 11.6 k Pa (corresponding to an altitude of approximately 15,240 meters) for at least 6 hours. No leakage, no venting, no disassembly, no rupture, and voltage shall not be less than90 %.
T.2 Thermal Test(Thermal Test)at 75 plus or minus2 °Cand -40 plus or minus2 °CTemperature cycling between extremes, with each extreme temperature maintained for at least 6 hours. Temperature transition time shall not exceed 30 minutes. Complete 10 cycles (24 cycles for large battery packs). No leakage, no venting, no disassembly, no rupture, voltage retention shall not be less than90 %.
T.3 Vibration Test(Vibration)with7 Hzto200 HzLogarithmic sweep vibration using sine waves for 15 minutes per sweep, 12 cycles in each of three mutually perpendicular directions, totaling 3 hours. Large battery packs use the same frequency range with peak accelerations of 0.8gn and 2.0gn respectively. No leakage, no venting, no disassembly, no rupture, voltage retention shall not be less than90 %.
T.4 Shock Test(Shock)Half-sine shock with peak acceleration of 150gn (small cells) or 50gn (large cells), pulse duration 6ms, 3 shocks in each direction of three mutually perpendicular axes (18 total). No leakage, no venting, no disassembly, no rupture, voltage retention shall not be less than90 %.
T.5 External Short Circuit Test (External Short at 55 plus or minus2 °CShort circuit the battery terminals with a resistance not exceeding 0.1 ohms for at least 1 hour. Battery surface temperature shall not exceed170 °C, and no disassembly or fire within 6 hours after test. This test applies to cells only.
T.8 Forced Discharge TestDischarge the battery to0 VConnect in series with an identical battery that has been discharged to the specified level. Apply forced discharge at no less than the manufacturer's recommended maximum discharge current until the battery voltage drops to the negative of the initial rated voltage, then continue until the total discharge reaches at least 2 times the initial rated capacity. No fire, no disassembly. This test applies to rechargeable batteries only.
T.6 Impact/Crush Test: Impact test (for cylindrical cells with diameter ≥18mm): Place a 15.2mm diameter steel bar across the center of the cell and drop a 9.1kg weight from a height of 61±2.5cm. Crush test (for prismatic and pouch cells): Apply a crushing force of 13±1k N between two flat surfaces. Battery surface temperature shall not exceed170 °C, with no disassembly or fire within 6 hours after test.
T.7 Overcharge Test: Charge the battery at no less than the manufacturer's recommended maximum charging current. Stop when charging voltage reaches any of the following: not less than10 V(if the charging voltage limit does not exceed18 V) or not less than 2 times the manufacturer's recommended maximum charging voltage (if the charging voltage limit exceeds18 V. Test duration: 24 hours. No fire, no disassembly within 7 days after test. This test applies to rechargeable batteries only.
Cells must pass T.1 through T.6; rechargeable cells must also pass T.7 and T.8. Battery packs, in addition to using tested cells, must undergo additional vibration (T.3), shock (T.4), and external short circuit (T.5) tests.

Test Requirements and Classification

Technical Standards and Compliance Indicators

UN38.3 classifies lithium batteries into small (≤12kg) and large (>12kg) types. Both share the same test items but differ in vibration and shock parameters. Battery packs assembled from UN38.3-tested cells with effective overcharge, overdischarge, and overcurrent protection may be exempt from additional testing upon design verification. However, packs with parallel or series configuration changes require re-evaluation. Additionally, for rated energy exceeding100 WWh lithium batteries require a dangerous goods transport exemption declaration from IATA, and packaging must meet UN Class II dangerous goods packaging requirements.

Certification Process

Complete Process from Application to Certification

UN38.3 Certificationprocess is as follows
Step 1Complete the application form, providing battery specifications, material list, circuit protection scheme, and other technical documents.
Step 2Determine the test plan based on battery type (primary/secondary, small/large, cell/pack) to establish specific test items and quantity requirements. Sufficient samples are required - at least 18 cells, battery packs provided per actual configuration.
Step 3Submit samples. Samples must be newly manufactured within 6 months, with production date and batch number clearly marked.
Step 4Laboratory testing: Conduct all T.1 through T.8 test items at an ISO 17025 accredited laboratory. Testing typically takes 3-4 weeks.
Step 5Issue test report: After completing the tests, the laboratory issues a UN38.3 test report containing sample description, test conditions, test equipment, test results, and conclusions.
Step 6Obtain identification certificate: Using the UN38.3 test report, apply to a qualified identification agency for a dangerous goods classification certificate or transport condition certificate. This certificate is required by airlines, shipping companies, and logistics providers to accept lithium battery cargo.
Step 7Periodic maintenance: The UN38.3 test report is valid indefinitely. However, if significant changes occur in battery design, materials, or manufacturing processes, re-testing is required.

Required Documents and Materials for Application

The following documents are required for UN38.3 certification application: Battery specification sheet (including battery model
maximum discharge current, and other parameters)
Battery material list (BOM, including cathode material
Battery safety protection circuit schematic and specification
Battery pack assembly drawing and connection method description
Manufacturer information and production license (if applicable)
Transport packaging design description. Notes: Samples must be new batteries within 6 months of manufacture. Samples exceeding this period require justification for extended validity. Sufficient sample quantity is essential - insufficient samples will prevent test completion. UN38.3 test reports are model-specific.
Re-testing is required after specification or design changes. In addition to the UN38.3 test report, a 1.2m drop test report (for packaging) and cargo air transport condition certificate are required. Different airlines and customs authorities may have additional requirements for lithium battery transport. We recommend confirming with carriers and destination customs in advance. Since January 1, 2020, IATA requires lithium battery shipments to display UN numbers (UN3480/UN3481/UN3090/UN3091) and the specific lithium battery mark.
1. The full UN38.3 package typically includes: UN38.3 test report, test summary, 1.2m drop test report, air transport certificate, sea transport certificate, and SDS report. Please confirm which specific reports are needed when applying.
2. When applying for an air transport certificate, it is best to confirm the final shipment airport to determine which certification body's certificate is accepted by the aviation authority.
3. UN38.3 air transport certificates are valid per calendar year. Please ensure timely renewal of certificates.
