E-MARK Certification Overview

E-mark certification is a product certification system for automotive parts under the framework of the United Nations Economic Commission for Europe (UNECE). This certification is based on the automotive regulations (UN Regulations, formerly known as ECE Regulations) developed by UNECE, and is approved by the technical service agencies designated by the traffic management authorities of each Contracting State. E-MARK-certified auto parts can be legally sold and used in all UNECE regulatory countries, including EU member states and more than 50 countries and regions such as the United Kingdom, Japan, and Australia.
The E-MARK mark consists of a capital letter "E" followed by a number, where the number represents the approving country (e.g., E1=Germany, E2=France, E3=Italy, E4=Netherlands, E11=UK, E20=Poland, etc.). Additionally, there is a separate "e" mark (lowercase e), which is a certification mark under the EU directive system. The main difference between the two is their legal basis - the "E" mark is based on UNECE regulations, while the "e" mark is based on EU directives.
For automotive parts manufacturers, E-MARK certification is a legal requirement for entering the European automotive parts market. Common products requiring E-MARK certification include vehicle lights, rearview mirrors, tires, seat belts, glass, horns, reflective devices, child seats, electronic products, etc. E-MARK certification requires products to pass testing by a Technical Service agency and receive type approval certificates issued by the Type Approval Authority (traffic management department).

Certification Mark and Labeling

The e-MARK mark (lowercase e) has a similar format, consisting of the lowercase letter "The E mark is based on UNECE regulations (international treaty), while the e mark is based on EU directives (EU law). In practice, most products only need to obtain the E mark to be sold in contracting party markets.
The E-MARK mark consists of the following elements: a capital letter "E" with the approving country number (in a circular border), followed by the regulation number, approval serial number, and additional markings. For example, "E1 10R-1234567" indicates that the product has passed type approval issued by Germany (E1) under UN R10 regulation, with serial number 1234567. The mark must be clearly and permanently affixed on the product body.
For lighting products, the E-MARK mark must also be accompanied by light source identification (such as bulb type H1/H4/H7/LED module identification, etc.) and light distribution identification (such as directional arrows, maximum bulb power, etc.). These markings must conform to the marking format specified in the regulatory requirements and must not be arbitrarily modified. Some products (such as rearview mirrors, glass) require additional technical parameters to be marked near the logo.

Technical Standards and Compliance Indicators

Lighting Product TestingOptical performance testing is conducted according to relevant UNECE regulations. Taking UN R112 (headlamps) as an example, test items include: low beam and high beam photometric distribution (illuminance testing at various test points to ensure compliance with minimum/maximum regulatory limits), beam adjustment range, color temperature (white light, color temperature range per regulatory requirements), environmental durability testing (high/low temperature, vibration, waterproofing, etc.).
Tire Testing - UN R30/R54Including dimensional parameters, load capacity/speed rating, tread wear testing, strength/durability testing, high-speed performance testing, etc. Glass testing - UN R43: Including light transmittance, fragmentation pattern, heat resistance, optical distortion, chemical resistance, etc. Horn testing - UN R28: Including sound pressure level (measuring sound output at specified distance), frequency characteristics, durability, etc.
Electromagnetic compatibility (EMC) testing - UN R10: This regulation is one of the most commonly involved E-MARK certification regulations for automotive parts. Test items include broadband radiated emissions, narrowband radiated emissions, electromagnetic immunity (bulk current injection BCI, radiated immunity, conducted immunity), transient conducted emissions, low-frequency magnetic field emissions, etc. UN R10 EMC test requirements are stricter than those for general electronic products because the automotive electromagnetic environment is more complex and harsh.
Seat belt testing - UN R16: Including static strength testing (seat belt withstands specified tensile force without breaking), dynamic testing (simulating restraint performance under crash conditions), durability testing (normal function after repeated operation), corrosion resistance testing (salt spray test), abrasion testing, etc. Child seat testing - UN R44/R129: Including dynamic crash testing (frontal and side impact), buckle strength testing, rollover testing, chemical testing (toxic substance limits), etc.

Certification Process

Complete Process from Application to Certification

Step 1
Determine the applicable UNECE regulation. Based on the product type, determine the applicable regulation number. A product may be subject to multiple regulations (e.g., in-vehicle electronic products need to simultaneously meet UN R10 EMC requirements and the product's functional regulatory requirements).

Step 2: Select the Technical Service and Approval Authority. Choose a Technical Service agency authorized by a UNECE contracting party (such as TUV, SGS, Bureau Veritas)
and select the contracting party's traffic management authority as the Type Approval Authority.

Step 3
Submit application and technical documents. Submit the certification application form, product manual, drawings, BOM list, critical component list, etc. to the Technical Service.

Step 4
Sample testing. Send samples to the Technical Service or its designated laboratory for testing. Testing is conducted according to UNECE regulatory requirements.

Step 5: Factory Quality System Audit (COP Audit). After type approval,
the Approval Authority conducts a Conformity of Production (COP) audit at the manufacturing factory.

Step 6: Issue type approval certificate. After testing and COP audit pass,
the Approval Authority issues the E-MARK type approval certificate.

Step 7: Affix the E-MARK mark. Affix the E-MARK mark on the product body;
the format must be consistent with regulatory requirements.

Important Notes

Important Information Before Applying

Regulation selection for E-MARK certification is critical. There are many types of UNECE regulations, and different regulations have different scopes of application and testing requirements. Incorrect regulation selection may lead to test item omissions or unacceptable results. It is recommended to fully communicate with the Technical Service before applying to confirm all regulations applicable to the product.
The COP (Conformity of Production) audit is an important part of E-MARK certification. The Technical Service conducts periodic COP follow-up audits. If the COP audit fails or corrective actions are not timely, the type approval certificate will be suspended or revoked.
The E-MARK mark labeling format must strictly follow regulatory requirements. Common errors include: mark size too small, missing regulation number or approval serial number, non-compliant mark placement, use of incorrect approving country number, etc.
E-MARK certificates require regular maintenance. Product design changes must be notified to the Approval Authority in advance for evaluation. If changes involve regulatory requirements, difference testing or re-certification is needed.
