ErP Certification Overview

The predecessor of the ErP directive was the Eu P directive (Energy-using Products Directive) enacted in 2005. In 2009, it was revised into the ErP directive, expanding the scope from "energy-using products" to "energy-related products," meaning products that have an impact on energy consumption during the use phase (such as windows, water-saving faucets, and other indirectly energy-consuming products that do not directly consume energy but affect energy use).
The core of the ErP directive is eco-design requirements, divided into specific eco-design requirements (such as energy efficiency limits, standby power limits, and other specific quantitative indicators) and generic eco-design requirements (such as the obligation for manufacturers to provide product energy efficiency information). Each implementing measure targets a product category and specifies specific energy efficiency benchmark values, test methods, and compliance deadlines.
Similar to RoHS, the ErP directive has been incorporated into the CE certification system. After products meet the energy efficiency requirements of relevant ErP implementing measures, ErP compliance must be included in the declaration of conformity (Do C) and the CE mark affixed. Products that do not meet ErP requirements may not be sold on the EU market. To date, the EU has promulgated dozens of ErP regulations covering multiple product categories including household appliances, lighting products, information technology equipment, motors, and power supplies.

Certification Mark and Labeling

The ErP directive itself does not have an independent certification mark. ErP compliance is reflected through the CE mark, meaning products must affix the CE mark after meeting ErP energy efficiency requirements. Manufacturers must declare in the signed declaration of conformity (Do C) that products comply with the ErP directive and corresponding implementing measures.
Manufacturers must also provide ErP compliance evidence in product technical documentation, including energy efficiency test reports, calculation method descriptions, product parameter tables, etc. For certain products, specific parameters (such as standby power consumption, energy efficiency class, energy consumption, etc.) must also be marked on the product or packaging for consumer reference.
Closely related to ErP is the EU Energy Labelling. Under Regulation (EU) 2017/1369, specific categories of energy-consuming products must bear energy efficiency labels indicating the product's energy efficiency class (from A to G, or A+++ to G, depending on the product category). Energy labels use standardized graphics and colors to help consumers intuitively compare energy efficiency levels. Common products requiring energy labels include refrigerators, washing machines, air conditioners, televisions, lamps, etc.

Test Items and Requirements

Technical Standards and Compliance Indicators

LED lamp and luminaire energy efficiency testing (Regulation (EU) 2019/2020): This regulation sets energy efficiency requirements for directional and non-directional LED lamps, including minimum energy efficiency requirements (MEPS), lumen maintenance, color rendering index, power factor, luminous efficacy, and other parameters. Additionally, there are requirements for luminaire control efficiency (such as dimming, color temperature adjustment, etc.). Testing follows EN 13032 series standards and IES LM-79 and other international standards.
Home appliance energy efficiency testing: Different types of home appliances have different ErP regulations and corresponding energy efficiency test standards. For example, refrigerator/freezers are tested for energy consumption under Regulation (EU) 2019/2019 and EN 153; washing machines are tested for washing energy efficiency under Regulation (EU) 2019/2023 and EN 60456; air conditioners are tested for seasonal energy efficiency ratio (SEER/SCOP) under Regulation (EU) 2016/2281 and EN 14825.
Standby and off-mode power consumption testing (Regulation (EC) 1275/2008): This regulation requires EEE standby mode power consumption not to exceed 0.5 W (further tightened from 2023), and off-mode not to exceed 0.5 W. Additionally, products must provide automatic switching to standby/off-mode, with switching time not exceeding 4 hours (some products have special provisions).
External power supply energy efficiency testing (Regulation (EU) 2019/1782): This regulation imposes strict requirements on no-load power consumption and average energy efficiency of external power adapters. For example, for power adapters with rated output power <= 49 W, no-load power consumption must not exceed 0.1 W (from 2019), and average energy efficiency must meet specific limits (Tier 2 requirements).

Certification Process

Complete Process from Application to Certification

Step 1: Determine the applicable ErP regulation. Based on the product type, determine the applicable ErP implementing measure or regulation number. A product may be subject to multiple ErP regulations (e.g., an electronic

understand the current energy efficiency limits and testing requirements. Note that some regulations have multiple compliance stages (Tiers) with different limits for each stage.

Step 4: Prepare technical documentation. Organize energy efficiency test reports, calculation method descriptions, product parameter tables, etc., to
prepare ErP technical documentation. For complex products, specialized calculation software (such as Ep L-tool, EU energy efficiency calculator, etc.) may be needed for energy efficiency simulation.

Step 5: Sign the declaration of conformity. Incorporate ErP compliance into the CE declaration of conformity (Do C) to
declare that the product complies with applicable ErP regulatory requirements.

Step 6: Affix CE mark and energy label. Affix the CE mark on the product. If applicable,
prepare and affix energy labels according to Regulation (EU) 2017/1369. Label parameters must be registered in the European Product Database for Energy Labelling (EPREL).

Important Notes

Important Information Before Applying

The accuracy of ErP testing is critical. Errors in energy efficiency testing may lead to deviations in product compliance determination. It is recommended to choose a laboratory with extensive ErP testing experience, use calibrated testing equipment, and conduct tests under standard conditions. For key parameters (such as luminous efficacy, energy efficiency ratio, etc.), multiple measurements should be averaged to ensure result reproducibility.
ErP compliance needs to be considered from the product design stage. Energy efficiency optimization involves circuit design, component selection, thermal design, control algorithms, and many other aspects. Focusing on ErP compliance only at the product launch stage is often too late and may require major design changes, delaying time to market. It is recommended to conduct energy efficiency estimation and simulation during the product R&D phase to identify and resolve energy efficiency issues early.
ErP regulation energy efficiency limits are continuously tightening. The EU periodically revises ErP regulations to raise energy efficiency requirements. For example, lighting product regulations from (EC) 244/2009 to (EU) 2019/2020 have significantly increased energy efficiency requirements. The minimum luminous efficacy requirement for LED lamps has been raised from approximately 60lm/W to higher standards. Manufacturers must closely monitor regulatory changes and promptly update product designs and test plans.
Energy label registration is an important part of ErP compliance. Since 2019, most products requiring energy labels must register product information and upload label data in the European Product Database for Energy Labelling (EPREL). Products not registered in EPREL may not be sold on the EU market. The registration process requires detailed product technical parameters and test data; professional assistance is recommended.
