RoHS Certification Overview

RoHS is the abbreviation for the Restriction of Hazardous Substances Directive issued by the European Union. This directive aims to restrict the use of hazardous substances in electrical and electronic equipment, protecting human health and environmental safety. The RoHS directive has become a global benchmark for electronic and electrical Products One of the most influential regulations in the field of environmental protection, which has been followed by many countries and regions (such as China RoHS, Japan RoHS, California RoHS, etc.).
The RoHS directive has undergone multiple revisions. The original version was 2002/95/EC, published in 2003, which restricted 6 hazardous substances. In 2011, a recast version 2011/65/EU (RoHS 2) was published, expanding the scope of controlled products and adding CE marking requirements. In 2015, the European Commission published amendment (EU) 2015/863, adding phthalate substances to the restriction list, increasing restricted substances from 6 to 10, commonly referred to as RoHS 2.0 or RoHS 10 substances.
RoHS 2.0 restricts 10 hazardous substances with the following limits: Lead - 1000 ppm(0.1 %)
Mercury - 1000 ppm(0.1 %)
Cadmium - 100 ppm(0.01 %)
Hexavalent chromium - 1000 ppm(0.1 %)
Polybrominated biphenyls (PBB) - 1000 ppm(0.1 %)
Polybrominated diphenyl ethers (PBDE) - 1000 ppm(0.1 %)
Bis(2-ethylhexyl) phthalate (DEHP) - 1000 ppm(0.1 %)
Butyl benzyl phthalate (BBP) - 1000 ppm(0.1 %)
Dibutyl phthalate (DBP) - 1000 ppm(0.1 %)
Diisobutyl phthalate (DIBP) - 1000 ppm(0.1 %).
The RoHS directive applies to electrical and electronic equipment with a rated voltage not exceeding 1000 V (AC) or 1500 V (DC). According to the RoHS 2 classification, products are divided into 11 categories (Annex I). In addition to restricting hazardous substance content, RoHS 2 also requires manufacturers to prepare technical documentation, sign a declaration of conformity, and affix the CE mark, integrating RoHS requirements into the CE certification system.

Certification Mark and Labeling

In addition to the CE mark, certain specific labels are also related to RoHS. For example, environmental labels (such as the crossed-out trash can icon) can be used on product packaging to indicate that the product is not ordinary household waste. Some manufacturers also affix "RoHS Compliant" text labels on products or packaging as a marketing tool.
The RoHS directive itself does not have an independent certification mark. Under RoHS 2 (2011/65/EU), electrical and electronic equipment must affix the CE mark after meeting RoHS requirements. This means RoHS compliance has been integrated into the CE certification system, and manufacturers must explicitly declare in the signed EU declaration of conformity (Do C) that products comply with the RoHS directive requirements.
Manufacturers must prepare RoHS technical documentation, including assessment reports on hazardous substance content in products, material declarations, supply chain management documents, test reports, etc. Technical documentation must be retained for at least 10 years after the last batch of products is placed on the market. Additionally, RoHS 2 requires manufacturers to conduct random sampling inspections of products after they are placed on the market to ensure ongoing compliance.

Test Items and Requirements

Technical Standards and Compliance Indicators

Heavy metal test methods: Lead and cadmium typically use IEC 62321-4 (determination of lead and cadmium using ICP-OES, ICP-MS, or AAS methods) and IEC 62321-5 (determination of lead and cadmium using ICP-OES, ICP-MS, or AAS methods). Mercury testing follows IEC 62321-4. Hexavalent chromium testing follows IEC 62321-7-1 (hexavalent chromium in metallic materials) or IEC 62321-7-2 (hexavalent chromium in polymers and electronic materials), using colorimetric or boiling water extraction methods.
Flame retardant testing: PBB and PBDE testing follows IEC 62321-6, using gas chromatography-mass spectrometry (GC-MS). Phthalate testing follows IEC 62321-8, using gas chromatography-mass spectrometry (GC-MS) or pyrolysis gas chromatography-mass spectrometry (Py-GC-MS). These tests typically require specialized chemical analysis laboratories and precision instruments (such as ICP-MS, GC-MS, etc.).
Testing strategy: For complex electronic products with many material types, a combined approach of screening and precise analysis is typically used. First, X-ray fluorescence (XRF) spectroscopy is used for non-destructive screening to quickly identify materials and areas that may exceed limits. Then, precise chemical analysis (such as ICP-OES, GC-MS, etc.) is performed on suspicious samples from the screening results to issue a formal test report.

Certification Process

Complete Process from Application to Certification

Step 1: Determine the product category. According to the RoHS 2 Annex I classification,
determine which category of electrical and electronic equipment (EEE) the product belongs to, and confirm whether it falls within the exemption scope (Annexes III and IV list some exemption cases).

Step 2: Disassembly and sampling. Disassemble the product into homogeneous materials.
Materials that cannot be further separated by mechanical means. Each homogeneous material is an independent test subject. This step requires professional disassembly techniques to ensure each material can be accurately identified and separated.

Step 3
XRF screening. Use X-ray fluorescence spectrometry for non-destructive screening of all homogeneous materials. XRF can quickly detect the content of lead, mercury, cadmium, hexavalent chromium, bromine (total bromine), and other elements. Screening results are used to determine which materials require further precise analysis.

Step 4: Precise chemical analysis. For materials with suspicious or near-limit XRF screening results,
perform precise chemical analysis using IEC 62321 series standard methods, including ICP-OES/ICP-MS (heavy metals), GC-MS (flame retardants and phthalates), etc.

Step 5: Assessment and reporting. Based on test results, evaluate whether the product complies with the RoHS 2.0 limits for 10 hazardous substances. Issue a RoHS test report.
The report must list the test results and determination conclusions for each material.

Step 6: Prepare technical documentation and declaration of conformity. Organize test reports, material declarations, supply chain information, etc.,

Important Information Before Applying

Supply chain management is key to RoHS compliance. The types of materials in electronic productsrequire suppliers to provide material declarations (MDS), regularly audit suppliers' RoHS compliance, and conduct sampling verification of key and high-risk materials. Establishing a comprehensive supply chain management system can significantly reduce the risk of RoHS violations.
The core concept of RoHS testing is "homogeneous material." Limits apply to each homogeneous material, not to the entire product or component. For example, a wire consists of two homogeneous materials: the conductor (copper) and the insulation (PVC), and the content of lead, cadmium, and other substances in the insulation must be tested separately. Solder used for welding is itself a homogeneous material that requires separate evaluation. Correctly understanding the concept of homogeneous material is critical for developing test plans and interpreting results.
Exemption clauses are an important part of the RoHS directive. Annexes III and IV list cases where RoHS restrictions are temporarily exempted for specific applications (such as lead in high-temperature solder, mercury in certain lamps, etc.). Exemption clauses are periodically reviewed and updated. Manufacturers need to monitor changes in exemption clauses and promptly assess whether products are affected. Once an exemption expires or is revoked, related products must immediately comply with RoHS restriction requirements.
Consequences of RoHS violations are severe. Products that violate the RoHS directive will be considered non-compliant and may face penalties such as recall, fines, and sales bans. Different member states have different penalty levels for RoHS violations; some countries may impose substantial fines or even criminal liability. Additionally, RoHS violations can lead to reputational damage and customer claims. Therefore, manufacturers should integrate RoHS compliance into product design and quality management systems to ensure ongoing compliance.
