GS Certification Overview

The GS Certification system was established in 1968, initially under the Equipment Safety Act (GSG). After multiple revisions, the current legal basis is the GPSG (Product Safety Act) updated in 2015. The GS mark applies only to products that have passed Type Testing and Factory Inspection Qualified products, indicating that the product has exceeded the minimum regulatory requirements for safety and has met higher safety standards.
GS Certification mainly targets electrically operated products (handheld, portable, fixed, mobile), including household appliances, IT and communication equipment, lighting products, power tools, laboratory equipment, and measurement/control equipment. In recent years, the scope has been expanding, with some non-electricalproducts (such as bicycles, furniture, etc.) can also obtain the GS mark through specific safety standards.
Unlike the CE mark, GS Certification is voluntary and must be assessed by an authorized Certification Body (such as TUV, VDE, SGS, etc.). GS Certification requires more stringent Safety Tests and periodic Factory Inspection. The Certification Cycle is longer and costs are higher, but its market recognition and added value are also higher. The GS mark is valid for up to 5 years, during which annual follow-up inspections are required.
GS is the abbreviation for the German "Geprufte Sicherheit", meaning
"tested safety." Although the GS mark is voluntary, its high recognition in the German and European markets has made it an important qualification for manufacturers entering the premium European market.

Certification Mark and Labeling

The GS mark consists of the letters "GS", typically enclosed in a diamond or rectangular frame. Dimensions and proportions are strictly defined by Related Standards, with a minimum height of 5mm. The mark must be clearly visible and indelibly affixed to the product body or nameplate, usually alongside the Certification Body mark used together (such as "TUV GS", "VDE GS", etc.).
The GS mark must be accompanied by the name or logo of the Certification Body that issued the certificate. Consumers can directly trace back to the Certification Body through the GS mark, enhancing credibility. The certificate number is usually marked alongside for authenticity. The GS mark can be used alongside the CE mark, but the two must be visually distinct and must not overlap or be confused.
The use of the GS mark is limited by the certificate and only applies to the product models listed. If significant design changes are made or critical safety components are replaced, the Certification Body must be notified for differential assessment or supplementary testing. Unauthorized expansion of GS mark usage or use of expired GS marks constitutes a violation, and Certification Body has the right to revoke the certificate and pursue legal liability.

Test Items and Requirements

Technical Standards and Compliance Indicators

GS Certification Safety Tests are conducted according to German or European standards (EN/DIN). Core standards include EN 60335-1 (Household Appliance Safety), EN 62368-1 (Audio/Video and IT Equipment Safety), EN 60598-1 (Luminaire Safety), EN 62841-1 (Power Tools Safety), etc. Test Items cover electrical safety, mechanical safety, thermal safety, fire safety, chemical safety, and other aspects.
Electrical Safety Tests include: Dielectric strength test - verifies insulation material ability to withstand high voltage; touch current test - ensures no dangerous contact current at accessible parts; ground continuity test - verifies protective earthing path reliability; temperature rise test - measures temperatures of various components under normal and abnormal operating conditions to ensure they do not exceed standard limits.
Mechanical Safety Test includes: Shock Test, Drop Test, Stress Release Test, Moving Part Protection Test, Stability Test, etc. Fire Resistance Test includes: glow wire test, needle flame test, horizontal/vertical combustion test, etc. to evaluate the flame retardant properties of the material. In addition, GS Certification also pays special attention to chemical safety, requiring the detection of polycyclic aromatic hydrocarbons (PAHs) in materials that may come into contact with the skin in the product, and the limits are based on the requirements of Af PS GS 2014: 01 Pak (now renamed Af PS GS 2019: 01 Pak).

Certification Process

Complete Process from Application to Certification

Step 1: Submit Application. The manufacturer applies to a Certification Body with GS issuing qualification (such as TUV Rheinland, TUV SUD, VDE, SGS-TU

Step 3: Sample Testing. Samples are sent to the laboratory designated by the Certification Body for comprehensive Safety Testing. Tests are conducted according to applicable EN standards

Step 4: Factory quality system review. GS Certification requires an initial review of the manufacturing facility.

Step 5: Issue GS Certificate. After successful testing and factory inspection
the Certification Body issues the GS certificate. The certificate validity period is up to 5 years, during which annual Factory Inspections (surveillance audits) are required.

Important Notes

Important Information Before Applying

GS Certification is a Voluntary Certification and cannot replace CE Certification. Before applying for GS Certification, it is recommended to complete relevant CE Certification tests first to ensure the product meets European an Union regulatory basic requirements. GS Certification sets higher Safety Requirements on top of CE, and both can be conducted simultaneously to save testing time and cost.
PAHs (Polycyclic Aromatic Hydrocarbons) testing is a distinctive requirement of GS Certification. According to Af PS GS 2019:01 PAK requirements, all materials that may contact skin (such as plastics, rubber, coatings, etc.) must be tested for 18 PAH content. Different product categories (for children, expected prolonged skin contact, expected short-term skin contact, others) have different limit requirements, ranging from0.2 mg/kg to 20 mg/kg.
Factory inspection is the core element of GS Certification. The Certification Body conducts at least one follow-up inspection per year, covering quality system operation, incoming inspection records, production process control, finished product routine testing, equipment calibration, etc. If the factory inspection fails or corrective is not timely, the GS certificate will be suspended or revoked. Therefore, manufacturers must establish a comprehensive quality management system and maintain its effective operation.
The GS Certificate validity period is 5 years. During validity, if product design changes occur (such as replacing critical components, modifying circuit design, or changing materials), the Certification Body must be notified in advance for assessment. Unauthorized changes may invalidate the GS mark. Renewal applications should begin 6 months before certificate expiration, including retesting and factory inspection.
