Overview

ETL Certification is a product safety certification issued by Intertek Testing Services (Intertek Group) in the United States. The ETL mark derives its name from the Electrical Testing Laboratory founded by Thomas Edison in 1896.ies). ETL is one of the oldest safety testing organizations in the United States, and after more than 100 years of development, it has become the mainstream product safety certification mark in the United States along with UL.
ETL Certification shares the same technical basis as UL Certification, both tested against US National Standards (ANSI/UL) and Canadian standards (CSA). The ETL mark indicates the product has passed independent testing by Intertek and complies with applicable national safety standards. Under the Nationally Recognized Testing Laboratory (NRTL) system of US state laws and federal regulations, ETL has the same legal status and market acceptance as UL, allowing consumers and purchasers to choose freely.
ETL Certification offers advantages in relatively shorter test cycles, high service flexibility, and more competitive certification costs. Many companies choose ETL Certification as an alternative to UL Certification, especially suitable for electronics manufacturers seeking rapid entry into the US market. The product categories covered by ETL Certification are essentially the same as UL Certification, including home appliances, IT equipment, lighting products, industrial equipment, medical equipment, and many other fields.

Applicable Products and Service Categories

ETL Certification applicable product range highly overlaps with UL Certification. Mainly includes: Home appliances (air conditioners, washing machines, refrigerators, ovens, microwave ovens, fans, humidifiers, heaters, water heaters), information technology equipment (desktop computers, laptops, servers, routers, switches, monitors, UPSpower supplies), audio/video equipment (TVs, sound systems, projectors, DVDplayers, streaming devices).
Other Applicable Products also include: Batteries and charging equipment (Lithium Battery packs, chargers, power banks), Medical Electrical Equipment, electric vehicle charging equipment, photovoltaic components and inverters, smart locks and security devices, electric toys, personal care appliances (hair dryers, electric toothbrushes, beauty devices), etc. As With the growth of new energy and smart hardware markets, ETLcertification applications in these emerging fields are increasingly widespread.
Lighting products include LED fixtures (downlights, floodlights, panel lights, light strips, street lights, high bay lights), fluorescent fixtures, HID fixtures, ballasts and LED drivers, smart lighting systems, emergency lighting fixtures, stage lighting equipment, etc. Industrial equipment includes industrial control panels, PLC systems, inverters, contactors, relays, power tools, welding equipment, commercial kitchen equipment.

Certification Mark

ETL Certification Marks come in two types: ETL Listed and ETL Classified. The classic ETL Listed mark features white ETL letters on a blue background, with applicable standard numbers and Certification Body identification (Intertek's logo or c ETLus combination mark) at the bottom. The 'c' in the mark represents Canadian standards, 'us' represents US standards, and the c ETLus mark indicates the product simultaneously complies with both US and Canadian safety standards.
Another form of the ETL mark is a circular sealed mark containing ETL letters and the word Listed or Classified. The file number and category number on the mark can be used to query Product Certification status on Intertek's website. For products that comply with both US and Canadian standards, the mark displays both countries' standard indicators.
ETL marks must be clearly displayed on product Nameplates or permanent labels, and the size and position must comply with Intertek's mark usage specifications. ETL marks may also be used on product packaging and promotional materials, but require Intertek's authorization. The mark color can be blue or black, depending on label material and printing process. It is worth noting that the ETL mark is legally protected like the UL mark, and uncertified products may not use it.

Test Items

Core Test Items and Indicators

ETL Certification testing follows the same National Standards as UL Certification. Common standards include: UL 62368-1(IT and audio/video equipment Safety Requirements), UL 1598 (Fixed Luminaires),UL 8750(LED Light Source Safety Requirements), UL 1310 (Class 2 Power Units),UL 1012 (Non-Class 2 Power Units),UL 2054(Battery Pack),UL 60335 series (household appliances Safety Requirements), etc.
Safety Test items cover four dimensions: electrical safety, mechanical safety, fire safety, and environmental reliability. Electrical Safety Tests include input testing, temperature rise testing, dielectric strength testing, leakage current testing, ground continuity testing, insulation resistance testing, etc. Mechanical Safety Tests include Drop Test, Shock Test, stress relief testing, stability testing, sharp edges and corners inspection, etc.
Fire Safety Test is a key focus area of ETL Certification, including plastic enclosure flame retardancy testing (UL 94 horizontal/vertical burningtest,glow wiretest,needle flametest),internal wiring'sflame retardancy evaluation,electrical andcreepage distance measurement,fire protectionbarrier evaluation, etc.environmental Reliability Test includes high-temperature storage, low-temperature storage, Temperature Cycling, constant damp heat, Salt Spray Test, etc.
There are also specific testing requirements for specific product categories. For example, photobiological Safety Test and IPIngress Protection (IP) Test are required for luminaire products; Overcharge Overdischarge, Short Circuit, extrusion and other Safety Tests are required for battery products; and additional Safety Requirements of IEC 60601 series are required for medical devices. All tests are performed at Intertek laboratories or their accredited witness laboratories and the test data is reviewed and confirmed by Intertek engineers.

Certification Process

Complete Process from Application to Certification

ETL Certification Process typically includes the following stepsStep 1: Requirements assessment and quotation. Companies submit product information and certification requirements to Intertek or its authorized agent; Intertek engineers evaluate applicable standards, Test Items, estimated timeline and costs, and provide a formal quotation.
Step 2: Submit Technical Documents and Samples. Companies need to prepare circuit schematic, PCB Layout Diagram, BOM list, critical safety components certification list (CDF), Product Manual, Structural Drawing, Nameplate Label Drawing samples, and other Technical Documents. Also prepare fully functional test Samples.
Step 3: Factory inspection. ETL Certification requires an initial Factory Inspection (CIG-822), where Intertek inspectors visit the manufacturing facility to check quality management system, production line equipment, testing equipment, incoming inspection records, critical components control, etc. Factory inspection is a prerequisite for certification, typically conducted before or concurrently with testing.
Step 4: Product Testing. Full Safety Testing is conducted at Intertek laboratories, with test cycles typically 4-8 weeks. If non-conformities are found during testing, companies need to make design modifications and re-test. Intertek provides a project tracking system for companies to view test progress and results online.
Step 5: Certification issuance and follow-up inspection. After testing passes and factory inspection is completed, Intertek issues the ETL Certificate and authorizes the company to use the ETL mark. Subsequently, Intertek arranges regular follow-up inspections (typically quarterly or semi-annually), where inspectors check consistency between mass-produced products and certified samples, critical components change management, test records, etc., to ensure continued compliance.

ETL Certification Application requires the same Technical Documents as UL Certification. CoreETLCertification Application list, productcircuit schematic,PCB board layout diagram, Component List (BOM)(BOM), critical safety Component List (BOM) and Certificate(CDF), product Structural Drawing and Explosiondrawing,piecesspecifications andetc.information.
Multi-model products require a model difference statement detailing electrical differences across modelsquality manual, incoming inspection procedures, production line test procedures, non-conforming product handling records, etc.
Product Manual and user manual (English version), Nameplate label design drawings, product appearance photos. For products using critical components such as transformers, switching power supplies, and batteries, Safety Certification documents for these components must be provided. Plastic enclosure materials require UL Yellow Card information, including material model, supplier, and UL 94 flame retardancy rating.

ETL Certification and UL Certification are completely equivalent in Technical Standards. Companies should consider timeline, cost, and service quality when choosing a Certification Body. ETL Certification typically offers advantages in test cycles over UL, especially for urgent product launches. However, note that some large US retailers and government procurement projects may have specific preferences for the UL mark. Companies should confirm target customer or channel requirements before choosing a Certification Body.
ETL Certification validity depends on continuous quality control and follow-up inspection. Companies must maintain consistency between mass-produced products and certified samples. Any changes to critical safety components must be notified to Intertek in advance and approved. Unauthorized changes may result in certification suspension and product recall risk. Companies are advised to establish a comprehensive components change management process to ensure all changes go through Certification Body review.
