Italy food contact testing refers to the food contact material safety regulatory requirements that products must meet to enter the Italian market. As an EU member state, Italy must first comply with the EU food contact material framework regulation EC 1935/2004 and relevant material-specific regulations (e.g., plastic regulation EU 10/2011, ceramic regulation 84/500/EEC, etc.). In addition, Italy has its own unique food grade regulation: Decreto Ministeriale (DM) 21/03/1973 (Ministerial Decree on Hygiene Requirements for Packaging and Containers Intended for Contact with Food). The Italian DM 21/03/1973 is one of the strictest food grade regulations in Europe, with migration limit requirements for stainless steel, metals, ceramics, and other materials that are more stringent than EU harmonized standards, and is particularly renowned for its "stainless steel migration test" (Acciaio Inox test).

The Italian DM standard has particularly stringent requirements for stainless steel products; stainless steel tableware and cookware exported to Italy must additionally meet Italian national standards.

Applicable regulations. Note: Italian stainless steel testing is notoriously strict; using high-grade stainless steel (e.g., 316L) is recommended to ensure compliance. The Italian DM regulation is a national regulation that applies in parallel with EU regulations; products must satisfy both sets of requirements simultaneously. Italy is Europe's third-largest economy, and its food grade standards have a demonstration effect on the Southern European market. If targeting the entire EU market, testing to Italian standards (the strictest) is recommended as it can cover most other EU country requirements. Italian customs inspections of food contact materials are stricter than other EU countries; DM test reports may be required at import. Stainless steel tableware and cookware have the highest failure rate in Italian food contact testing, primarily due to trace chromium and nickel migration exceeding limits.
