ASTM F963-17 Core Test Items
I. Physical and Mechanical Testing (Sections 4-8)Using a special small parts cylinder (diameter 31.7mm x depth 25.4 to 57.1mm), toys for children under 36 months must not contain parts that can fit entirely inside.
Edge and Point Testing (Sharp Edge and Point Test)Using sharp edge testers and sharp point testers, toys must not have sharp edges or points that could cause cutting injuries.
Acoustic TestThe continuous equivalent sound pressure level (LpAeq) of toys must not exceed 85 dB at a distance of 50cm; the peak impulse sound pressure level must not exceed 138 dB (toy caps) or 115 dB (other toys).
Cords and Straps TestFor toys intended for children under 18 months, cord length must not exceed 22 inches (approximately 559mm), and no loop structures that could form a lasso are allowed.
Extraction MethodUsing 0.07 mol/L hydrochloric acid at37 ยฐCfor 1 hour with shaking; the extract is filtered and analyzed by ICP-OES or ICP-MS.

Toys with an overall height less than 2.54cm (1 inch) are exempt from testing. The flame propagation speed of plush toy bodies must not exceed 0.1 inches/second (approximately 2.5mm/s); self-extinguishing is considered compliant. Costume and dress-up clothing must meet the flammability requirements of 16 CFR 1610.
