Overview

Halogen refers to four elements in Group VIIA of the periodic table: fluorine (F), chlorine (Cl), bromine (Br), and iodine (I). In the field of electrical and electronic products and consumer goods, halogen testing primarily focuses on chlorine (Cl) and bromine (Br) and their compounds, especially halogenated flame retardants (such as polybrominated biphenyls PBB and polybrominated diphenyl ethers PBDE) and polyvinyl chloride (PVC). Halogen compounds release toxic corrosive gases (such as dioxins, furans, etc.) during combustion or improper disposal. The International Electrotechnical Commission (IEC) has established the IEC 61249-2-21 standard, which stipulates the halogen content in halogen-free printed circuit board base materials. Major electronic product brands and industry organizations (such as JPCA, IPC) have also introduced halogen-free requirements (Halogen-Free).

Halogen testing is applicable to the following products: electrical and electronic products (printed circuit boards PCB/PCBA, electronic components, wire and cable insulation materials, plastic housings, solder flux, etc.), plastic and rubber products (especially plastic parts containing flame retardants), packaging materials (foam cushioning materials, plastic films, labels, etc.), textiles (products with flame-retardant coatings), and building materials (thermal insulation materials, flooring materials, etc.). Some international brands (such as Apple, Dell, HP, etc.) impose halogen-free requirements for all plastic parts in their supplier requirements. EU RoHS has restricted the use of polybrominated biphenyls and polybrominated diphenyl ethers, but has not comprehensively banned all halogen compounds.

Technical Standards and Compliance Indicators

Halogen content limit requirements are based on the IEC 61249-2-21 standard.
Halogen-free Determination CriteriaWhen the chlorine content in the material is less than900 ppm, bromine content less than900 ppm, and the total chlorine and bromine content is less than1500 ppm, it can be referred to as a halogen-free material.
NoteFluorine (F) and Iodine (I) are generally not within the restriction scope of the IEC 61249-2-21 standard, but some brands may have additional requirements. Furthermore, certain specific halides (such as short-chain chlorinated paraffins SCCP) are restricted by the REACH regulation.

Halogen test methods are based on the following standards:
IEC 61249-2-21:2003Determination method for halogens in halogen-free printed board base materials. The sample is combusted in an oxygen bomb, halogens are converted into hydrogen halide gases, and then determined by ion chromatography (IC) after being collected with an absorption solution.
EN 14582:2016Waste characteristics — Determination of halogen and sulfur content. Analyzed using an oxidative combustion bomb (such as oxygen bomb combustion method) combined with ion chromatography (IC) or microcoulometry.
JPCA-ES-01:1999Halogen-free printed circuit board standard (Japan Electronic Circuit Industry Association).
Typical Testing ProcessAfter being crushed to the specified particle size, approximately 0.5 to 1.0 g of the sample is weighed and placed in a sealed combustion bomb filled with pure oxygen and ignited for combustion. The hydrogen halide gas generated from the combustion is absorbed by an absorption solution (such as sodium carbonate/sodium bicarbonate solution), and then separated and quantified using an ion chromatograph (IC). The detection limit is typically50 ppm0.005 %)。
For the accurate determination of polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE), the GC-MS method is used (in accordance with IEC 62321-7-2 standard).

Halogen Testing Compliance Process
Step 1Confirm the applicable halogen-free standards and customer requirements (IEC 61249-2-21, JPCA-ES-01, etc.).
Step 2Disassemble the product to the homogeneous material level.
Step 3Take a sample of each homogeneous material and send it to the laboratory.
Step 4The laboratory uses the oxygen bomb combustion method to extract halogens, followed by quantitative analysis via ion chromatography.
Step 5Issue a halogen content test report.
Step 6Evaluate compliance against the limit standards to obtain halogen-free certification (if the customer requires a third-party certificate, an application can be made to a certification body).

Description of applicable halogen-free standards. Note: Halogen testing focuses on the total chlorine and total bromine content, not limited to specific halides. PVC materials typically contain a large amount of chlorine (up to30 %to40 %), it is impossible to pass the halogen-free test, and it must be replaced with non-PVC alternative materials. Halogenated flame retardants (such as decabromodiphenyl ether) are the main source of bromine, and halogen-free products must use non-halogenated flame retardants (such as aluminum hydroxide
phosphorus-based flame retardants, etc.). Fluxes and cleaning agents may contain halide activators, and residues after soldering may cause halogen levels to exceed limits. Halogen testing is a destructive test. Halogen-free requirements of different brands may be stricter than IEC standards (e.g., some brands require total halogens to be lower than1000 ppm), it is recommended to confirm specific customer requirements. The use of halogen-free certification marks (such as the green eco-label) must comply with the usage guidelines of the respective certification body.
