Overview

RoHS(Restriction of Hazardous Substances) is a European Union directive restricting the use of certain hazardous substances in electronic and electrical equipment.
The full designation is 2011/65/EU (i.e., RoHS 2.0), officially effective from January 3, 2013, replacing the original 2002/95/EC (RoHS 1.0).
RoHS 2.0 is established by the EU Directorate-General for Environment and applies to all EEE sold in the EU market.
In June 2015, the EU published amendment (EU) 2015/863, adding 4 phthalates to the restricted list, expanding restricted substances from 6 to 10 items (i.e., RoHS 3.0). This amendment became mandatory for all EEE from July 22, 2019.

Applicable Products and Service Categories

  • RoHS 2.0 scope covers the following 10 categories of EEE: 1. Large household appliances (refrigerators, washing machines, air conditioners, etc.);
  • Small household appliances (vacuum cleaners, hair dryers, coffee makers, etc.);
  • IT and telecommunication equipment (computers, mobile phones, routers, etc.);
  • Consumer equipment (TVs, audio equipment, cameras, etc.);
  • Lighting equipment (fluorescent lamps, LED lamps, etc.);
  • Electronic and electrical tools (power drills, sewing machines, etc.);
  • Toys, leisure and sports equipment;
  • Medical devices (including in vitro diagnostic medical devices);
  • Monitoring and control instruments;
  • Vending machines. Additionally, Category 11 covers other unclassified EEE (from 2019 onwards). All cables and accessories of the above equipment are also included in the scope.

The above limits are maximum concentration limits in homogeneous materials. A homogeneous material cannot be mechanically separated into different materials, such as plastics, metal coatings, solder, etc.

RoHS test methods are based on IEC 62321 series standards, specifically:

Certification Process

Complete Steps from Application to Certification

RoHS Compliance Process:
Step 1Product disassembly and homogeneous material identification - disassemble products to homogeneous material level (e.g., plastic housing, metal screws, PCB pads, wire insulation).
Step 2Perform XRF screening test on each homogeneous material.
Step 3Perform chemical precise analysis on materials with screening values near or exceeding limits.
Step 4Compile all material test data and issue RoHS test report.
Step 5Based on the test report, prepare Technical Documentation including product description, material declaration (BOM with RoHS compliance data for each material), and test reports.
Step 6Sign EU Declaration of Conformity (Do C).
Step 7Affix CE mark.
Step 8Retain technical documentation for at least 10 years for inspection.

Required Documents and Notes

Required Documents and Materials

To apply for RoHS testing, the following are required: Product name and model
Product disassembly list and BOM (indicating composition and weight ratio of each material)
Test samples (complete product or disassembled homogeneous material samples)
Product manual. Important Notes: RoHS limits are at the homogeneous material level, not at the whole product or component level. For example, insulation and conductor in a wire must be tested separately. The RoHS exemption list (Annex III and Annex IV) allows exemptions for specific applications, such as lead in high-melting-point solder (lead content in alloys 85 % and above), but the exemption scope is continuously narrowing. EU market random inspections and reporting mechanisms are becoming increasingly strict. Products not meeting RoHS requirements will be recalled and subject to heavy fines. The CE mark is the RoHS compliance identifier - products without the CE mark may not be sold in the EU market. The RoHS Declaration of Conformity must be signed by an authorized representative or manufacturer in the EU. China RoHS (GB/T 26572) is basically consistent with EU RoHS in terms of limits, but differs in control methods and labeling requirements.
